All bids received at such place, date and time will be publicly opened and read aloud. Bids received after such time will be returned to the respective Bidder, unopened.
Bidding Documents may be examined by prospective Bidders on or after August 13, 2025, during normal business hours, at the office of the Project Architect.

Public Advertisement Dates: August 13, 2025, August 20, 2025, August 27, 2025.
Bidding documents shall be distributed electronically. The Document Vendor is the sole method used to identify registered plan holders. All pre-qualified Bidders must maintain status as a registered plan holder through this method. Addenda shall be distributed electronically to all registered plan holders via the Document Vendor.
Each Bid must be accompanied by a Bid Security, which shall not be less than five percent (5%) of the Base Bid, in the required form and submitted in accordance with the Section 002113 - Instructions to Bidders included in the Project Manual.
The Bidder to whom an award is made, shall furnish a 100% Performance Bond & Labor and Material Payment Bond in accordance with the Instructions to Bidders.
No Bid shall be modified, withdrawn or canceled for a period of sixty (60) calendar days after the date and time set for receipt of bids.
Bidders were required to pre-qualify to the approval of the Owner. Pre-qualified firms were approved by the Nassau County School Board on August 22, 2024.
Bidders shall attend a MANDATORY pre-bid conference at the project site with representatives of the Owner and Architect to discuss securities, scope of work, site access / storage areas and requirements for personnel working on the Project.
MANDATORY pre-bid conference will start at 2:00 p.m., Friday, August 29, 2025.
Bidders shall submit all questions and requests for substitutions to the Architect no later than 5:00 p.m. on Friday, September 5, 2025. Questions and requests submitted after this time shall not be considered.
Owner reserves the right to reject any and all bids; is not obligated to accept the lowest or any other bid; and may waive any formalities in bidding procedures.

NOTICE OF PUBLIC
MEETING AND BUDGET HEARING
The Florida Governmental Utility Authority ("FGUA") announces a public meeting and public hearing to which all interested persons are invited. The FGUA is a legal entity and public body created pursuant to the provisions of Section 163.01, Florida Statutes, and an Interlocal Agreement among Citrus County, Florida; Flagler County, Florida; Hendry County, Florida; Nassau County, Florida; Pasco County, Florida; Polk County, Florida, Lee County, Florida and Marion County, Florida. The meeting and public hearing will be held at 1:00 p,m. on September 18, 2025 via Video Conference. The FGUA Board will address general operating issues of the FGUA. The meeting will also include a public hearing to consider adoption of the annual budgets and capital improvement programs for the Nassau Utility System and the FGUA General Fund annual operating budget.
