NOTICE OF MEETING OF THE BOARD OF SUPERVISORS

HERON ISLES COMMUNITY DEVELOPMENT DISTRICT

The regular meeting of the Board of Supervisors of the Heron Isles Community Development District is expected to be held on Thursday, November 5, 2020 at 10:30 a.m. at Story and Song Bookstore Bistro, 1430 Park Avenue, Fernandina Beach, Florida 32034.

In light of the COVID-19 public health emergency, it is anticipated that the meeting may be conducted remotely, pursuant to Zoom communications media technology and/or by telephone pursuant to Executive Orders 20-52, 20-69 and 20-246 issued by Governor DeSantis (“Executive Orders”), including any extensions or supplements thereof, and pursuant to Section 120.54(5)(b)2., Florida Statutes.  If such Executive Orders are not extended and the Board is required to meet in person, or otherwise conditions allow the meetings to occur in person, the meeting may be held at the location stated above.  

While it may be necessary to hold the above referenced meeting of the District’s Board of Supervisors utilizing Zoom media technology due to the current COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner.  Toward that end, anyone wishing to participate in the meetings and obtain information about how the meetings will occur should refer to the District’s website, www.HeronIslesCDD.com. or contact the office of the District Manager, c/o Governmental Management Services – North Florida LLC, at (904) 940-5850 or etorres@gmsnf.com (“District Manager’s Office”) to obtain access information. Participants are strongly encouraged to submit questions and comments to the District Manager at the email listed above at least 24 hours in advance of the meeting to facilitate the Board’s consideration of such questions and comments during the meeting.   Questions and comments may be submitted by email during the meeting for potential consideration by the Board.

 An electronic copy of the agenda for this meeting may be obtained from the District Manager, 475 West Town Place, Suite 114, St. Augustine, Florida 32092 (and phone (904) 940-5850) and is expected to also be available on the District’s website www.HeronIslesCDD.com at least seven days prior to the meeting. This meeting may be continued to a date, time, and place to be specified on the record at the meeting.  There may be occasions when one or more Supervisors will participate by telephone or video conference.

Polling Place Changes
FOR THE GENERAL ELECTION 
TO BE HELD NOVEMBER 3, 2020

Eight polling locations in Nassau County have changed for the 2020 General Election. New Voter Information Cards were mailed to every registered voter in Nassau County in July. Note: Voters in Precinct 202 were mailed a new Voter Information Card in September as their polling place has changed back to the American Beach Community Center. If you did not receive your new card or if corrections are needed, please contact the Supervisor of Elections office to update your voter record or visit 
www.VoteNassau.com. 

IT IS VERY IMPORTANT that all voters immediately review their new Voter Information Card to make sure their name, address and party affiliation is correct in order to receive the correct ballot style and, if voting in person on Election Day, to know where their polling place is located.

On Election Day, voters MUST vote at their assigned precinct and polling place. FS 101.045 “A person is not permitted to vote in any election precinct or district other than the one in which the person has his or her legal residence and in which the person is registered.”

This amendment will update the Future Transportation Map Series (FTMS) with 
updated data and analysis to be consistent with the North Florida TPO’s Long Range Transportation Plan (2045) and Transportation Improvement Program. It will also be consistent with the proposed update to the County adopted Mobility Plan. It will also include amendments to policies in the Transportation and Capital Improvements elements to properly reference the Future Transportation Map Series, add provisions for context-sensitive design of roadways, and to explores provisions for coordinating with utility companies to provide trails through utility corridors, and to explore 
establishment of a fee-in-lieu policy for construction of trails and sidewalks.

NOTICE OF INTENT TO USE UNIFORM METHOD OF COLLECTING NON-AD VALOREM ASSESSMENTS

The American Beach Water and Sewer District, a dependent special district to Nassau County, Florida (the “District”) hereby provides notice, pursuant to section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments throughout the American Beach Water and Sewer District in the unincorporated area of the County to fund the cost of providing water and wastewater utility improvements commencing with the Fiscal Year beginning on October 1, 2021 and continuing until discontinued by the District. The District will consider the adoption of a resolution electing to use the uniform method of collecting such assessments authorized by section 197.3632, Florida Statutes, at a public hearing to be held at 6:00 p.m., or as soon thereafter as the matter can be heard, on November 9, 2020 in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida.  The Nassau County Commission serves as the governing body for the District. Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. Copies of the proposed form of resolution, which contains the legal description of the real property subject to the levy, are on file at the office of the Nassau County Clerk of Court, located at 76347 Veterans Way, Yulee, Florida. 

In the event any person decides to appeal any decision by the District with respect to any matter relating to the consideration of the resolution at the above-referenced public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing is made, which record includes the testimony and evidence on which the appeal is to be based. The US and Canadian guidance for interior slopes of gun ranges is that the slopes should be no flatter than 30 degrees (1.7 horizontal:1.0 vertical).  The General Notes (see Attachment) on drawing IN-1, note # 36, states the “…fill shall be placed in eight (8) inch lifts and compacted to ninety-five percent (95%) within plus or minus of two percent (2%) of the Optimum Moisture Content using the Standard Procter Density Test (ASTM 698)…”  This provision of the General “Notes” is hereby waived by NCSO regarding the moisture content during earthwork compaction but will still require the fill to be compacted to 95 percent of the ASTM D-698 maximum density.
