The Board of County Commissioners of Nassau County proposes to consider the Amended and Restated East Nassau Community Planning Area Proposed Transportation Improvements and Mobility Fee Agreement between Nassau County, and Raydient LLC, d/b/a Raydient Places + Properties LLC, Wildlight LLC, and Rayonier Operating Company LLC,  (Agreement) concerning the East Nassau Community Planning Area mixed use development located near Yulee in unincorporated Nassau County on approximately 24,000 acres, as depicted on  the map below.

The location of the property subject to the Agreement is depicted on the map herein and is generally located near Yulee east of l-95.

The Agreement, generally, proposes to be updated in response to the five-year coordinated review and DSAP #2 to, among other items, reflect the updated ENCPA Mobility Fee Network, update the ENCPA Mobility Fee, consolidate the prior two amendments to the Agreement, clarify the Mobility Fee credits and/or reservation agreement processes and transportation impact analysis process, modify the comparison of the ENCPA Mobility Fee and County Mobility Fee process and allow for annual increases due to inflation all as applicable to the ENCPA mixed use project. The development uses, proposed population densities and proposed building intensities and height allowed within the ENCPA is set forth in the ENCPA Comprehensive Plan Policies, relevant Detailed Specific Area Plans and relevant Preliminary Development Plans.

The Proposed rule number is 3.10, as provided in Resolution 2026-05.

The Revised Rule 3.10 will address the specific types of contractual services and commodities procurement that are exempt from the general competitive purchasing requirements.

SUMMARY: The RBCS has made a Finding of No Significant Impact (FONSI) with respect to a  request for possible financing assistance to Ocean Coast Hotel, LLC. for the Ocean Coast Hotel improvements project in Fernandina Beach, FL.

SUPPLEMENTARY INFORMATION: Ocean Coast Hotel, LLC, proposes to construct the following: 

the redevelopment of the exterior pool area, along with interior renovations to the hotel, convention center, restaurant, and service yard buildings. The convention center is proposed to be renovated as a clubhouse. The maximum depth of ground disturbance will be approximately eight feet for 

sanitary sewer manholes. Utility lines within the project area will be relocated, new lines will be 

installed to accommodate new equipment, and all utility lines will be placed below ground. Service lines entering the project area will not be upgraded or increased in size. The interior renovations will occur throughout the existing buildings within the project area. The outdoor amenities will include a swimming pool, kiddie pool, patio, lazy river, concrete pool decks, and a bar/restroom building. The 

redevelopment will reduce the amount of impervious surfaces from 75% to 67% of the site or 

222,004 square feet to 198,095 square feet, respectively. Landscaping will include the planting of trees, palms, shrubs, and ground covering plants. The northwest corner of the project site supports a detention pond. All ground disturbing activities will take place within the 6. 79-acre project site. 

Alternatives considered by RBCS and Ocean Coast Hotel, LLC. include the No action Alternative. 

Other alternatives were evaluated; however, the proposed project site is the only practicable location, as it must be in proximity to the existing Ocean Coast Hotel. A full discussion of the alternatives is provided in the Ocean Coast Hotel EA. The RBCS has reviewed and approved the EA for the proposed project. 

The availability of the EA for public review was announced via notice in the following newspaper(s): 

The Fernandina Beach News- Leader on September 19st, 2025 and October 1st, 2025. A 14-day comment period was announced in the newspaper notice(s). The EA was also available for public review at the USDA Rural Development office and website as well as Ocean Coast Hotel, LLC offices. No comments have been received. 

Based on its EA, commitments made by Ocean Coast Hotel, LLC., RBCS has concluded that the project would have no significant impact (or no impact) on floodplains, biological resources, cultural resources, water quality, wetlands, land use, aesthetics, transportation, or human health and safety. 

Please note that a portion of this project will be located within a floodplain, and the Environmental Assessment includes mitigation measures to address any potential impact. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project has no effect on federally listed threatened and endangered species or designated critical habitat thereof, when conservation measures are observed. 

No other potential significant impacts resulting from the proposed project have been identified. 

Therefore, RBCS has determined that this FONSI fulfills its obligations under the National 

Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development's Environmental Policies 

and Procedures (7 CFR Part 1970) for its action related to the project. 

RBCS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RBCS federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action 

related to the proposed project.

Nassau County proposes to mitigate one (1) single-family residence located in Callahan, Florida 32011. The proposal is to acquire the property and demolish the structure. This residential property is located in a Riverine A Flood Zone within the designated Special Flood Hazard Area (SFHA) and has experienced recurring structural flooding. The scope of work for this acquisition project shall involve acquiring one (1) property and demolishing the single-family residential structure. All auxiliary structures shall be demolished. Wells shall be capped and/or the associated components must be removed. Debris and slab removal shall follow demolition. Septic tanks shall be removed, or the tank's floors and walls shall be cracked and filled with sand or other clean fill to prevent water retention. Environmental testing shall be required to detect asbestos, lead, and other hazardous materials. Treatment shall be applied if any hazardous materials are discovered. This property is prone to flooding from the Ben Branch and Thomas Creek during hurricanes and has experienced frequent flooding. The proposed project is intended to permanently eliminate future structural damage and to protect the occupants from any future flood loss. Mitigation activities shall include the removal of all associated debris to clear the site and the land to be converted into open space and deed restricted as set forth in the FEMA program requirements concerning the acquisition of property for open space [44 CFR 206.434 (e)]. The project shall provide protection against a 100-year flood event. Activities shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) dredging Thomas Creek, installing a wall along the bank, offsite detention of stormwater, and widening of bridge structures. These alternatives to the proposed project are not viable because under Alternative 1) repetitive flooding of structures is not alleviated and the needs of the community would not be served in all scenarios.  and Alternative 2) does not retain fabric of the community and is cost prohibitive, and therefore not practicable.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.  These are due within 15 days of this notice.
