NOTICE OF INTENTION TO CONSIDER COMPREHENSIVE PLAN AMENDMENT

INVITATION TO BID

1.01 PROJECT INFORMATION

A. Notice to Bidders: Prequalified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.

B. Project Identification: New Concessions Stand for Fernandina Beach High School. 

1. Project Location: 435 Citrona Drive, Fernandina Beach, Florida 32034.

C. Owner: Nassau County School District

1. Owner's Representative: Dr. Trey Robertson, Director of Facilities

D. Architect: Altman + Barrett Architects, 10245 Centurion Parkway North, Suite 105, Jacksonville, FL 32256.

Project Description: The project includes the construction of a new 4,147 square foot concession stand and restroom building at Fernandina Beach High School. Load-bearing masonry construction with a metal roof supported by structural trusses. Work also includes a new exterior plaza, decorative fencing, and two ticket booths. Construction shall be coordinated with the ongoing track and field improvements to ensure proper sequencing and site integration.

E. Construction Contract: Bids will be received for the following Work:

1. General Contract (all trades).

1.02 BID SUBMITTAL AND OPENING

A. Owner will receive sealed bids until the bid time and date at the location indicat-ed below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1. Advertise Dates: January 07, 14, and 21, 2026.

2. Bid Date: February 10, 2026.

3. Bid Time: 2:00 p.m., local time.

4. Location: 86334 Goodbread Road, Yulee, Florida 32097.

Bids will be thereafter publicly opened and read aloud.

1.03 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of [5] percent of the bid amount. No bids may be withdrawn for a period of [60] days after opening of bids. Owner reserves the right to reject any and all bids and to waive informal-ities and irregularities.

1.04 PREBID MEETING

A MANDATORY Pre-bid Meeting for all bidders will be held at Fernandina High School on January 27, 2026 at 10:00 a.m., local time. The purpose of the meet-ing will be to familiarize the bidders with the existing conditions, scope of work and special conditions, if any. Questions will be accepted and answered at the meeting. A sign-in sheet will be maintained by the architect/engineer for the pur-pose of certifying that a representative of the bidder was present at the meeting. Bidders not attending the pre-bid meeting will not be permitted to submit a bid.

1.05 DOCUMENTS

1.06 TIME OF COMPLETION

A. Bidders shall begin the Work on receipt of the Notice to Proceed.  Project ap-proval is anticipated to occur on February 12, 2026, for purposes of submittal review and material acquisition. Construction is expected to begin immediately after Board Approval. Project completion is expected prior to August 01, 2026.

1.07 BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

B. Only Contractors having been pre-qualified by the Nassau County School District are eligible to submit bids for this project. Only pre-qualified Contractors should submit bids for this project (Florida Statutes).

C. Florida Statutes require that all contractual personnel who are permitted access on school grounds when students are present must meet Level 2 screening requirements as described in S1012.32, Florida Statutes.
