CLAM COMMITTEE APPLICATIONS

The Nassau County Conservation Land Acquisition and Management (CLAM) program was created to preserve and conserve the county’s natural, historic, and working lands resources by identifying, ranking and assessing conservation lands for acquisition and management. 

The acquisition of conservation land requires skills and oversight not typical to the usual committee and staffing structures present in county government. Therefore, it is desirable to have a committee to deal with the unique requirements of a conservation lands program. Generally, the committee shall handle four tasks related to the county’s conservation lands acquisition program:  ranking of nominated properties; recommendation of potential acquisitions; review of management plans; and review, monitoring, and enforcement of conservation easements.

County planning staff is currently soliciting applications for volunteers to serve on the CLAM committee. Candidates at a minimum should have skills, expertise or demonstrable experience that relate to the acquisition of conservation lands, either in: 

• natural resource management and biology; 

• agriculture and forestry; 

• community planning; 

• environmental engineering or civil engineering where their work has been in stormwater or green infrastructure projects; and 

• environmental regulations, land use law, or commercial real estate in so far that it has dealt in vacant, rural lands. 

The ideal candidates will have experience in at least two of the above categories, or ten years of experience in at least one.

The Application Period will run from February 19, 2021 to March 26, 2021.  Applications must be received by 5:00 p.m. on March 26.  Applications received after the application period will not be considered.  To apply, please visit

FOR UNIT SIX INFRASTRUCTURE PROJECT AND NOTICE OF SPECIAL MEETING TO OPEN PROPOSALS

Nassau County, Florida

Notice is hereby given that the Three Rivers Community Development District (District) will receive proposals for the following District project:

THREE RIVERS UNIT SIX INFRASTRUCTURE PROJECT

The contract will require contractors to provide for the construction, labor, materials, and equipment necessary to construct roadways, water distribution, sanitary collection, reuse distribution, storm water collection system, storm water ponds, and other associated scopes as more particularly described in the Project Manual and in accordance with the plans and specifications. 

The Project Manual, consisting of the proposal package, contract, proposal form, plans, and other materials, will be available for public inspection and may be obtained beginning February 3, 2020 at 12:00 p.m. from Dominion Engineering Group, Inc., (904) 854-4500. Plans and Project Manual may be obtained only through a download link that will be provided upon request to Dominion Engineering.  It is recommended that prospective proposers email orders to William E. Schaefer, P.E. (bschaefer@dom-eng.com.com). 

There will be a pre-bid proposal conference on February 12, 2021 at 11:00 am at the Tributary subdivision in Nassau County. Dominion Engineering Group, Inc. will send directions to the pre bid location along with the Project Manual and Plans. 

Proposals will be evaluated in accordance with the criteria included in the Project Manual. The District reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any Proposal, as it deems appropriate, if it determines in its discretion that it is in the Districts best interests to do so. Any protest of the Project Manual, including the terms and specifications, must be filed with the District within 72 hours of receiving the Project Manual, together with a protest bond in a form acceptable to the District and in the amount of $30,000.00. In the event the protest is successful, the protest bond shall be refunded to the protestor.  In the event the protest is unsuccessful, the protest bond shall be applied towards the Districts costs, expenses and attorney’s fees associated with hearing and defending the protest.  Failure to timely file a protest will result in a waiver of proceedings under Chapter 190, Florida Statutes, and other law. 

Firms desiring to provide construction services for the referenced project must submit one original and eight copies of the required proposal no later than 12:00 p.m. on March 5, 2021 at the offices of Dominion Engineering Group, Inc. (4348 Southpoint Boulevard, Suite 201, Jacksonville, Florida 32216, or via email (bschaefer@dom-eng.com).  The Districts Engineer will conduct a special public meeting at that place and time to publicly open the proposals.  No official action will be taken at the meeting.  The meeting is open to the public and will be conducted in accordance with the provisions of Florida law including but not limited to Chapter 190, Florida Statutes.  A copy of the agenda for the meeting may be obtained from the District Engineer, at Dominion Engineering Group, Inc. (4348 Southpoint Boulevard, Suite 201, Jacksonville, Florida 32216, or William E. Schaefer, P.E. (bschaefer@dom-eng.com). A mandatory pre-bid meeting will be held Friday, February 12, 2021 at 2:00 PM (EST) at the Fernandina Beach Municipal Airport Terminal Conference Room, located at 700 Road, Fernandina Beach FL 32034.  

Please be advised that the City of Fernandina Beach has a mandatory mask order in place for all indoor meetings.  To be most effective, masks should be worn properly covering the nose and the mouth at all times.  All CDC guidelines for distancing will be followed for the on-site portion of the pre-bid meeting.
