The School Board of Nassau County, Florida is requesting written proposals for Phase I of a two phase process to select professional services for the following project(s).

- Construction Manager at Risk for an 850 Student K-5 Elementary School

- Construction Manager at Risk for a 650 K-2 Elementary School The District School Board of Nassau County, Florida (District) requests statements of qualifications from qualified construction management firms to provide Construction Manager at Risk (CM@R) services for one or both of two (2) elementary school projects. The selected firm(s) will provide preconstruction services during design and, subject to successful negotiations and Board approval, construction services under separate Guaranteed Maximum Price proposals for each project. The District reserves the right to determine if one firm will be awarded both projects or separate projects will be awarded to two firms.

The District intends to conduct this selection pursuant to sections 255.103, 287.055, 1013.45, 1013.46, and 1013.47, Florida Statutes; applicable State Requirements for Educational Facilities; and applicable District policies and procedures. Respondents must hold all required Florida licenses.

Project Description

-An elementary school designed for approximately 850 students in kindergarten through grade five.

-An elementary school designed for approximately 650 students in kindergarten through grade two.

Scope of Services

-Preconstruction planning, estimating, constructability reviews, value analysis, scheduling, phasing, logistics, building-system review, market analysis, and identification of long-lead items.

-Milestone cost estimates and reconciliation with the district and architect as the design develops.

-Development of separate, open-book Guaranteed Maximum Price proposals and guaranteed completion dates for the two projects.

-Competitive procurement and management of trade contractors and suppliers, subject to District requirements.

-Construction administration, safety, quality control, commissioning coordination, closeout, warranty management, and other services established in the final agreement.

Written Submission Requirements

Submit three bound copies and one searchable electronic copy containing the following sections in the order listed:

1. Letter of interest. Identify the legal entity submitting and the person authorized to negotiate on its behalf.

2. Firm profile. Provide office locations, years in business, ownership, organizational structure, and Florida contractor-license information.

3. Proposed team. Identify the executive in charge, project manager, superintendent, preconstruction manager, estimator, scheduler, safety representative, and other key personnel, including availability and current workload.

4. Relevant experience. Describe comparable Florida K-12 CM@R projects, with emphasis on elementary schools, concurrent projects, budget and schedule performance, change -order history, references, and lessons learned.

5. Project approach. Explain the firm's approach to preconstruction, constructability, milestone estimating, value analysis, scheduling, phasing, logistics, quality control, closeout, and collaboration with the District and architect.

6. Cost and GMP management. Describe estimating methods, bid-package development, subcontractor competition, open-book accounting, contingency and allowance tracking, buyout savings, audit support, and separate reporting for each project. Do not provide actual fees or rates.

9. Bonding and insurance. Provide a surety letter stating single-project and aggregate bonding capacity and evidence of the ability to meet the District's insurance requirements.

10. Claims and disclosures. Disclose material litigation, arbitration, defaults, terminations, surety involvement, license discipline, and claims within the period required by the final solicitation.

11. Required forms. Include corporate authorization, licenses, insurance certificates, certifications, affidavits, and other forms required by the District's final solicitation package.

The School Board of Nassau County, Florida invites qualified architectural firms to submit Statements of Qualifications (SOQs) for consideration in providing Professional Architectural Continuing Contract Services for District facilities and infrastructure projects.

This solicitation is issued in accordance with Section 287.055, Florida Statutes (Consultants' Competitive Negotiation Act), the State Requirements for Educational Facilities (SREF), Chapter 4.1(1)(a), and Nassau County School District Administrative Rule 7.67.

The purpose of this solicitation is to establish a pool of pre-qualified architectural firms eligible to provide professional Architectural services for District projects on an as-needed basis.

Individual projects assigned under the continuing contract shall not exceed the statutory thresholds established by Section 287.055, Florida Statutes, currently $7,500,000 for construction costs.

Selection under this solicitation does not guarantee the award of any specific project, minimum amount of work, or compensation.

DISTRICT RIGHTS

The School Board of Nassau County reserves the right to accept or reject any or all submissions, waive minor irregularities, request additional information from respondents, and make selections deemed to be in the best interest of the District.
