NOTICE OF INTENT TO USE UNIFORM METHOD OF COLLECTING NON-AD VALOREM ASSESSMENTS

The American Beach Water and Sewer District, a dependent special district to Nassau County, Florida (the “District”) hereby provides notice, pursuant to section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments throughout the American Beach Water and Sewer District in the unincorporated area of the County to fund the cost of providing water and wastewater utility improvements commencing with the Fiscal Year beginning on October 1, 2021 and continuing until discontinued by the District. The District will consider the adoption of a resolution electing to use the uniform method of collecting such assessments authorized by section 197.3632, Florida Statutes, at a public hearing to be held at 6:00 p.m., or as soon thereafter as the matter can be heard, on November 9, 2020 in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida.  The Nassau County Commission serves as the governing body for the District. Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. Copies of the proposed form of resolution, which contains the legal description of the real property subject to the levy, are on file at the office of the Nassau County Clerk of Court, located at 76347 Veterans Way, Yulee, Florida. 

In the event any person decides to appeal any decision by the District with respect to any matter relating to the consideration of the resolution at the above-referenced public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing is made, which record includes the testimony and evidence on which the appeal is to be based. The US and Canadian guidance for interior slopes of gun ranges is that the slopes should be no flatter than 30 degrees (1.7 horizontal:1.0 vertical).  The General Notes (see Attachment) on drawing IN-1, note # 36, states the “…fill shall be placed in eight (8) inch lifts and compacted to ninety-five percent (95%) within plus or minus of two percent (2%) of the Optimum Moisture Content using the Standard Procter Density Test (ASTM 698)…”  This provision of the General “Notes” is hereby waived by NCSO regarding the moisture content during earthwork compaction but will still require the fill to be compacted to 95 percent of the ASTM D-698 maximum density.

Notice is hereby given that the River Glen Community Development District (District) will receive proposals for the following District project:

Landscape and Irrigation Maintenance Services

The contract will require contractors to provide for the labor, materials and equipment necessary for the maintenance of certain landscape and irrigation improvements and other associated scopes as more particularly described in the Project Manual which will include, among other materials, contract documents, project scope and any technical specifications.

The Project Manual will be available for purchase ONLY during the mandatory pre-bid meeting referenced below. Cost of the Project Manual is $100.00. Checks or Money Orders must be made out to Rizzetta & Co., Inc. NO CASH OR CC ACCEPTED. Failure to purchase the Project Manual as specified herein will preclude the Districts consideration of a proposal submitted by the proposer.  Each Project Manual will include, but not be limited to, the Request for Proposals and proposal and contract documents. Purchase of the manual is mandatory. 

A mandatory pre-proposal meeting will be held on Friday, October 9, 2020 at 9:00 a.m. (EST), at the River Glen Amenity Center located at 65084 River Glen Parkway, Yulee Florida 32097.  In order to submit a proposal, each Proposer must (1) be authorized to do business in Florida, and hold all required state and federal licenses in good standing; (2) have at least five (5) years of experience with landscape and irrigation maintenance projects; and (3) attend the mandatory pre-proposal meeting.  The District reserves the right in its sole discretion to make changes to the Project Manual up until the time of the proposal opening, and to provide notice of such changes only to those Proposers who have attended the pre-proposal meeting and registered.

NOTICE OF REFERENDUM
A referendum election will be held on the ballot with the City of Fernandina Beach General Election on Tuesday, November 3, 2020 for the consideration by the voters of the City of Fernandina Beach of the proposed amendments to the City Charter.  The question to appear on the referendum ballot reflecting the proposed amendment to the City Charter at the election scheduled for Tuesday, November 3, 2020 shall be as follows:
Conservation Lands and Recreation Facilities 


Should the Fernandina Beach City Charter be amended to prohibit the sale or lease of 
City-owned conservation lands and restrict the sale or lease of City-owned recreation 
facilities by requiring unanimous vote of the City Commission and approval at a 
referendum by at least 70% of the electors of the City?
