NOTICE OF HEARING TO IMPOSE AND PROVIDE FOR COLLECTION OF SPECIAL ASSESSMENTS IN THE SOUTH AMELIA ISLAND SHORE STABILIZATION MUNICIPAL SERVICE BENEFIT UNIT MAINTENANCE ASSESSMENT AREA

Notice is hereby given that the Board of County Commissioners of Nassau County, Florida will conduct a public hearing to consider the continued imposition of maintenance special assessments in the South Amelia Island Shore Stabilization Municipal Service Benefit Unit Maintenance Assessment Area, as shown above, to fund the maintenance and operating costs of the beach renourishment local improvements. The hearing will be held at 6:00 P.M., or as soon thereafter as the matter can be heard, on September 14, 2020, in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida, for the purpose of receiving public comment on the imposition and collection of the maintenance assessments on the ad valorem tax bill. All affected real property owners have a right to appear at the hearing and to file written objections with the County Clerk any time prior to the public hearing. If a person decides to appeal any decision made by the Board with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the Clerk of Court’s office at (904) 548-4600, at least two (2) days prior to the date of the hearing.

The assessment for each parcel of real property is calculated based on a combination of factors, including the property use, the amount of improved building square footage on the property or that could be located on the property (expressed as ERUs), the just value of property attributable to the parcel and proximity to the beach. Specifically, 60% of the total annual Maintenance Cost will be allocated to all Tax Parcels within the Maintenance Assessment Area based on the number of ERUs assigned to the property. An ERU is an “Equivalent Residential Unit” and is equal to the average size of all dwelling units within the Maintenance Assessment Area. The remaining 40% of the total annual Maintenance Cost will be allocated first to one of three subareas (oceanfront property, non-oceanfront property lying east of A1A, and property lying west of A1A) and then apportioned to Tax Parcels within each subarea based in part of the number of ERUs assigned and in part of the proportional just value assigned. 

A more specific description of the Maintenance Cost and the method of computing the assessment for each parcel of real property are set forth in the Amended and Restated Initial Assessment Resolution adopted by the Board on July 13, 2020. Copies of the Master Capital Project and Service Assessment Ordinance, the Amended and Restated Initial Assessment Resolution and the preliminary Maintenance Assessment Roll are available for inspection at the office of the Nassau County Clerk of Court, located at 76347 Veterans Way, Yulee, Florida

The maintenance assessments will be collected on the ad valorem tax bill commencing with the tax bill to be mailed in November 2020, as authorized by Section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate to be issued against the real property which may result in a loss of title.

CORONAVIRUS RELIEF FUNDS SMALL BUSINESS ASSISTANCE

Nassau County is included as part of the $1.275 billion allocated to Florida’s 55 counties with populations less than 500,000 residents.  The Nassau County Cares Financial Assistance Plan (Plan) identifies the Service Areas (Services) approved by the Board of County Commissioners (BOCC) in July 2020.  On July 1, 2020, Nassau County received its initial allocation from the State of Florida

The Nassau County Commission approved $2,200,000 of the County’s CARES Act funds to assist eligible small businesses.  Small businesses must document disruption or negative financial impacts due to COVID-19.  Applicants that meet the criteria are eligible to apply. The maximum award of up to $5,000 per applicant will be issued up to the funds approved by the BOCC.  Multiple submissions by the same applicant for the same single business or multiple applications by different applicants for the same business will be disqualified and deemed ineligible.  Any business that cannot meet all the requirements below are not eligible for the Nassau CARES Small Business Assistance.

Business is a “For-profit” Business 

Business has nine (9) or less employees or full-time equivalent (FTE) employees.

Business is not a publicly traded company.

Business has experienced a business interruption or closures due to COVID-19.

Business has not received funds covered by insurance or reimbursement 

from the Federal Payroll Protection Program (PPP), or other local, state 

or federal sources in excess of $50,000 related to COVID-19.

Business is expected to operate after applicable local and state emergency guidelines are removed.

Business commits to following all recommended COVID-19 safety guidelines.

Business has earned less than 1.0 million in gross annual income for 2019.

Business is physically located and operated within the boundaries of Nassau County, Florida.

Business is wholly or partially owned by a Nassau County resident

Business has been operating and can prove ongoing business operations since August 1, 2017 (3 years).

In late June 2020, the Governor directed $250 million in CARES Act (Coronavirus Aid, Relief, and Economic Security Act) funding (designated the “Coronavirus Relief Funds or CRF funds”) to be spent on rental and mortgage assistance activities necessary due to the COVID‐19 emergency. In mid-July, Nassau County was notified that it was allocated $372,504 through a partnership with the Florida Housing Finance Corporation (“FHFC”). 

The Nassau County Commission has approved the use of the CRF funds to assist in rental and mortgage payments for eligible applicants meeting HUD income guidelines. Any activities (reduction in income, termination/layoff of employment) that occurred between March 1, 2020 and December 30, 2020 due to COVID-19 are eligible. Applicants must meet the following 2020 income limits:

To ensure that Nassau County meets the CRF/FHFC program requirements, the County is finalizing the application process for a launch date of August 10, 2020. The application submittal period will be August 10 – 24, 2020. 

Information about the CRF Program for Rental and Mortgage Assistance will be available at https://www.nassaucountyfl.com/1039/Nassau-CARES starting at 8:00 a.m. on Monday August 10, 2020. AMELIA NATIONAL COMMUNITY DEVELOPMENT DISTRICT PUBLIC MEETING HELD DURING

PUBLIC HEALTH EMERGENCY DUE TO COVID-19

Notice is hereby given that the Board of Supervisors (“Board”) of the Amelia National Community Development District (“District”) will hold a meeting of the Board of Supervisors on August 13, 2020 at 11:30 a.m. to be conducted by the following means of communications media technology, such as telephonic conferencing, pursuant to Executive Orders 20-52, 20-69, 20-112 and 20-114 issued by Governor DeSantis on March 9, 2020, March 20, 2020, April 29, 2020 and May 8, 2020 respectively, and pursuant to Section 120.54(5)(b)2., Florida Statutes.  The meeting is being held for the necessary public purpose of considering essential Board of Supervisors items that includes but not limited to Minutes and Resolution Regarding Amending the District’s Boundaries.  At such time the Board is so authorized and may consider any business that may properly come before it.

While it is necessary to hold the above referenced meeting of the District’s Board of Supervisors utilizing communications media technology due to the current COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner.  Toward that end, anyone wishing to listen and participate in the meeting can do so telephonically at 1-844-621-3956, Participant Code: 790 562 990#.  Additionally, participants are encouraged to submit questions and comments to the District Manager in advance at carvalhov@pfm.com to facilitate the Board’s consideration of such questions and comments during the meeting.
