RIVER GLEN COMMUNITY DEVELOPMENT DISTRICT

REQUEST FOR PROPOSALS FOR ANNUAL AUDIT

SERVICES

The River Glen Community Development District hereby requests proposals for annual financial auditing services. The proposal must provide for the auditing of the Districts financial records for the fiscal year ending September 30, 2025, with an option for four (4) additional optional annual renewals. The District is a local unit of special-purpose government created under Chapter 190, Florida Statutes, for the purpose of financing, constructing, and maintaining public infrastructure.

The District is located in Nassau County, Florida. The final contract will require that, among other things, the audit for the fiscal year ending September 30, 2025, be completed no later than June 30, 2026.

The auditing entity submitting a proposal must be duly licensed under Chapter 473, Florida Statutes, and be qualified to conduct audits in accordance with Government Auditing Standards, as adopted by the Florida Board of Accountancy. Audits shall be conducted in accordance with Florida Law and particularly Section 218.39, Florida Statutes, and the rules of the Florida Auditor General.

Proposal packages, which include evaluation criteria and instructions to proposers, are available from the District Manager at the address and telephone number listed below.

Proposers must provide one (1) hard copy and one (1) digital copy of their proposal to (District Manager), in an envelope marked on the outside Auditing Services, River Glen Community Development District. This public notice is to solicit Pre-Qualification applications from Engineering Firms as per the State Requirements for Educational Facilities (SREF, 2014), Chapter 4.1 (1)(a) and Nassau County School District Administrative Rule 7.67 as follows:

(a) Criteria. Consultants shall be pre-qualified by a board based on the following criteria and such other criteria as the board may adopt.

1. Proof that the Consulting firm holds a license, which authorizes the consultant to design the work within the scope of the project.

2. Evidence that the applicant has financial resources to start up and follow through on projects and to respond to damages in case of default as shown by written verification of bonding capacity equal to or exceeding the amount of any project for which the consultant seeks pre-qualification. The written verification must be submitted by a licensed surety company rated excellent (A- or better) in the current A.M. Best Guide and qualified to do business within the state. In the absence of such written verification, the board may require the applicant to submit any audited financial information necessary to evaluate an applicants financial ability to perform the project and to respond to damages in the event of default.

3. Evidence of experience with techniques, trade standards, quality workmanship, project scheduling, cost control, management of projects, and construction codes for similar or less cost or scope projects as shown by the successful completion within the past five (5) years of at least two

(2) other projects of similar size.

4. Evidence of satisfactory resolution of claims filed by or against the consultant asserted on projects of the same or similar size within the five

(5) years preceding the submission of the application. Any claim against a consultant shall be deemed to have been satisfactorily resolved if final judgment is rendered in favor of the consultant or any final judgment rendered against the consultant is satisfied within ninety (90) days of the date the judgment becomes final.

5. Type of work for which the consultant is licensed. Evidence of timely completion of projects of similar scope and size. Include any liquidated damages that may have been or could have been assessed on these projects.

The School Board of Nassau County is calling for proposals for PRE-QUALIFYING OF ENGINEERING FIRMS for the purpose of designing projects in Nassau County Florida. This will be a single-year contract for the selected Firm for an initial period of one (1) year with an option to renew annually for an additional one (1) year period.

A. Prequalification of Contractors. The Board shall pre-qualify contractors on an annual basis or for a specific project. This section is applicable to bids, construction management, design build, and any other construction services application.

B. Selection Process. Those contractors desiring to bid on Board projects must be prequalified. The Board may reject any application that contains inaccurate information.

C.  Application. Each contractor, firm or person requesting prequalification shall submit an application packet. The application shall include the following:

1.   Detailed information setting forth the applicants competence, past performance, experience, financial resources, and capability, including a Public Entity Crime statement and references.

2.  Audited financial information current within the past 12 months, such as a balance sheet and statement of operations, and bonding capacity. The requirement for financial information may be satisfied by the contractor providing written verification of the contractors bonding capacity.

3. General information about the contractor company, its principals, and its history, including state and date of incorporation, regardless of whether the contractor is a resident or non-resident of the geographic area served by the Board.

4. Every contractor and subcontractor desiring to enter into a contract with the school district shall register with and use the E-Verify system to verify the work authorization status of all newly hired employees.

a.  Contractor must provide evidence of compliance with Florida Statute Section 448.095. Evidence may consist of, but is not limited to, providing notice of Contractors E-Verify number.

b. Contractors entering into contracts with a subcontractor must have an affidavit from the subcontractor stating the subcontractor does not employ, contract with, or subcontract with an unauthorized alien.

c. Contractor shall provide a copy of sub-contractor affidavit to the School Board upon receipt and shall maintain a copy for the duration of the Agreement. 

d.  Failure to comply with this provision is a material breach of an Agreement, and School Board may choose to terminate the Agreement at its sole discretion. The contractor may be liable for all costs associated with the School Board securing the same services, inclusive, but not limited to, higher costs for the same services and rebidding costs (if necessary).

5.  Contractor trade categories and information regarding the state and local licenses and license numbers held by the applicant.

6.   A list of projects completed within the last five (5) years, including dates, client approximate dollar value, size and reference name for each project.

7. Certificates of insurance confirming current workers compensation, public liability and property damage insurance as required by law.

8.   A list of all pending litigation and all litigation within the past five (5) years, including an explanation of each. Litigation initiated by the contractor to protect the contractors legal rights shall not be used as a basis for rejecting prequalification.

9. The completed application and financial information shall be attested to and signed by an authorized officer of the company, the owner, or sole proprietor, as appropriate, and the signature shall be notarized.
