The Board of Supervisors (Board) of the East Nassau Stewardship District (District) will hold a regular meeting on March 20, 2025 at 10:30 a.m., at the Fernandina Beach Municipal Airport, 700 Airport Road, Fernandina Beach, Florida 32034.

The purpose of the meeting is for the Board to consider any business which may properly come before it. STEWARDSHIP DISTRICT

Notice is hereby given that East Nassau Stewardship District (District) will accept proposals from firms interested in providing labor, materials, and equipment for certain construction site work, including utilities and associated earthwork and/or roadway improvements for Riverbluff Parkway Phases II and III, at the community known as Wildlight DSAP 2/PDP 4 located in Nassau County, Florida and within the boundaries of the East Nassau Stewardship District.

The Project Manual, comprised of plans and specifications, proposal and contract documents, will be available for public inspection and may be obtained beginning Wednesday, March 12, 2025, at 1:00 p.m. (EST). Contact the Project Engineer, John Zachary Brecht, P.E., at England-Thims & Miller, Inc., 14775 Old St. Augustine Road,  Jacksonville, Florida 32258, by e-mail only at brechtz@etminc.com, to obtain a link to access a copy of the Project Manual and associated project documents.  The District reserves the right in its sole discretion to make changes to the Project Manual up until the time of the proposal opening, and to provide notice of such changes only to those proposers who have registered with the District to receive any addenda to the Project Manual. Interested proposers are responsible for ensuring they obtain all available Project Manual, including any addendum, if any. 

A mandatory pre-proposal conference will be held on this project on Tuesday, March 18, 2025 at 3:00 pm (EST) at the offices of the Project Engineer, England-Thims and Miller, Inc., 14775 Old Saint Augustine Road, Jacksonville, FL 32258. The pre-proposal conference may include, but not be limited to, a discussion of contract requirements, inspections, evaluations and submittal requirements. The District reserves the right to preclude consideration of a Proposal from any Proposer that does not have an authorized representative present at said conference.

Firms desiring to provide services for this project must submit one (1) original hardcopy of the proposal documents, and an electronic PDF copy of the proposal on a flash drive, no later than 2:00 p.m. (EST) on Friday, April 11, 2025 (EST) (Submittal Deadline), at the offices of the Project Engineer.  Each proposer shall supply a proposal bond, or cashier's check, made payable to the District and in the amount of 5% of the total proposal with its proposal. Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope, marked with a notation RESPONSE TO REQUEST FOR PROPOSALS: RIVERBLUFF PARKWAY PHASE II AND III. Proposals including the proposal bond may be either mailed, delivered through expedited service providers, or hand-delivered.  No facsimile, telephonic, electronic, or telegraphic submittals will be accepted. Proposals submitted after the Submission Deadline and therefore are not reviewed and considered by the District may be recovered by the firm within ten (10) calendar days of the Submission Deadline. Proposals received after the Submission Deadline that are not reviewed or recovered, may be destroyed by the District or may be returned unopened to the proposer.

All proposals received on time will be publicly opened at or immediately following 2:00 p.m. (EST) on Friday, April 11, 2025, at the offices of the Project Engineer located at 14775 Old St. Augustine Road,  Jacksonville, Florida 32258. No official action of the Districts Board will be taken at this meeting, it is held for the limited purpose of opening the proposals.  The proposal opening meeting is open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the agenda for this meeting may be obtained from the District Manager, Craig Wrathell, at Wrathell, Hunt & Associates, LLC, 2300 Glades Road, Suite 410W, Boca Raton, Florida 33431.  This meeting may be continued to a date, time, and place to be specified on the record at the meeting. Each proposal shall remain binding for a minimum of one hundred twenty (120) days after the proposal opening.  

Ranking of proposals will be made on the basis of qualifications, price and other criteria, all as set forth in the evaluation criteria contained within the Project Manual, and at the sole discretion of the District.  The District reserves the right in its sole discretion to reject any and all proposals, make modifications to the work, and waive any minor variations, informalities or irregularities in any proposals, and to award the contract in whole or in part with or without cause, as it determines in its discretion, it is in the Districts best interest to do so and/or pursuant to the Districts Rules of Procedure (Rules).  Proposals received from firms that fail to meet the following minimum qualifications/ requirements will not be considered or evaluated: (1) Proposer will have constructed three (3) improvements similar in quality and scope with a minimum of $10,000,000 in total volume construction cost within the last three (3) years; (2) Proposer will have minimum bonding capacity of $10,000,000 from a Surety Company acceptable to the District; (3) Proposer is authorized to do business in Florida; (4) Proposer is registered with Nassau County and JEA and is a licensed contractor in the State of Florida; (5) hold all required applicable state and federal professional licenses in good standing.  

Any person who wishes to protest the Project Manual, or any component thereof including but not limited to protests relating to this notice, the proposal instructions, proposal forms, contract forms, scope of work, specifications, evaluation criteria and process, or any other issues relating to the Project Manual, shall file with the District a written notice of protest within seventy-two (72) hours (excluding Saturdays, Sundays, and state holidays) after the Project Manual is made available, together with a protest bond in a form acceptable to the District and in the amount of $10,000, and shall file a formal written protest with the District within seven (7) calendar days (including Saturdays, Sundays, and state holidays) after the date of timely filing the initial notice of protest, stating with particularity the facts and law upon which the protest is based.  All such filings must be in accordance with the Districts Rules. Filing will be perfected and deemed to have occurred upon receipt by the District Manager. Failure to timely file a notice of protest or failure to timely file a formal written protest within time prescribed in Rule 3.11 of the Districts Rules shall constitute a waiver of proceedings under such Rules, including any right to object to or protest the contents of the Districts Project Manual and related documents.

The successful proposer will be required to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract work awarded by the District (as described in the Project Manual), with a surety acceptable to the District, and in accordance with Section 255.05, Florida Statutes.

ST. JOHNS RIVER WATER MANAGEMENT DISTRICT

Notice is given that the following permit was issued on February 28th, 2025: (Name and address of applicant) Tyson Forest LLC 12443 San Jose Blvd Ste. 504, Jacksonville, FL 32223 permit# 196576-2. The project is located in Nassau County, Section 44, Township 2N, Range 28 East. The permit authorizes a surface water management system on 123.0 acres for a residential development known as Tyson Forest. The receiving water body is Alligator Creek.

A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice).
