The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agencys (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Acquire the parcel of real property, remove all structures, and return to natural floodplain
Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) dredging Thomas Creek, installing a wall along its bank, offsite stormwater detention ponds, and widening of bridge structures. These alternatives to the proposed project are not viable because repetitive flooding of structures is not alleviated and the needs of the community would not be served in all scenarios.
Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 15 days of this notice. The State will forward comments to applicable regulatory agencies as needed. Sealed Bids for the construction of the Callahan Intermediate School WWTP Replacement project will be received by the Nassau County School District at the office of the Director of Facilities, 86334 Goodbread Road, Yulee, Florida 32097, until November 7, 2024, at 2:00 pm local time. At that time, the Bids received will be publicly opened and read aloud.
The Project includes the following Work: This project will construct a 10,000 GPD precast concrete package wastewater treatment plant to replace an existing steel plant. The work will include design, manufacturer delivery and installation of the new plant, demolition and removal of the existing plant, upgraded electrical service, removal and replacement of the existing lift station pumps, control panel upgrades, as well as site grading, fencing, and associated restoration.

To submit a bid on this project, Bidders were required to pre-qualify with the Owner. Pre-qualified firms were approved by the Nassau County School Board on October 1, 2024.
This project is subject to the Jessica Lunsford Act (FS 1012.465), and all on-site contracting personnel shall be badged accordingly.

Bidding documents shall be distributed electronically. The Document Vendor is the sole method used to identify registered plan holders. All pre-qualified Bidders must maintain status as a registered plan holder through this method. Addenda shall be distributed electronically to all registered plan holders via the Document Vendor.
Each Bid must be accompanied by a Bid Security, which shall not be less than five percent (5%) of the Base Bid, in the required form and submitted in accordance with the Section 002113 - Instructions to Bidders included in the Project Manual.
The Bidder to whom an award is made, shall furnish a 100% Performance Bond & Labor and Material Payment Bond in accordance with the Instructions to Bidders.
No Bid shall be modified, withdrawn or canceled for a period of sixty (60) calendar days after the date and time set for receipt of bids.
Bidders were required to pre-qualify to the approval of the Owner. Pre-qualified firms were approved by the Nassau County School Board on August 22, 2024.
Bidders shall attend a MANDATORY pre-bid conference at the project site with representatives of the Owner and Architect to discuss securities, scope of work, site access / storage areas and requirements for personnel working on the Project.
MANDATORY pre-bid conference will start at 2:00 p.m., Friday, October 25, 2024.
Bidders shall submit all questions and requests for substitutions to the Architect no later than 5:00 p.m. on Friday, November 1, 2024. Questions and requests submitted after this time shall not be considered.
Owner reserves the right to reject any and all bids; is not obligated to accept the lowest or any other bid; and may waive any formalities in bidding procedures.

INVITATION TO BID
1.01 PROJECT INFORMATION
A. Notice to Bidders: Pre-qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.
B. Project Identification: New Home Team Dugout for West Nassau High School
1.Project Location: 1 Warri Drive, Callahan, Florida 32011.

1.02 BID SUBMITTAL AND OPENING

1.03 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of [5] percent of the bid amount. No bids may be withdrawn for a period of [60] days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
B. Bid Tabulations shall be posted in the Facilities Reception area at 86334 Good-bread Road, Yulee, Florida 32097after the intended recommendation is announced on or about four (4) days after the bid opening. The Bid Tabulation will remain posted for a minimum period of 96 hours.
1.04 PREBID MEETING
A. A MANDATORY Pre-bid Meeting for all bidders will be held at West Nassau High School on October 28 at 10:00 a.m., local time. The purpose of the meeting will be to familiarize the bidders with the existing conditions, scope of work and special conditions, if any. Questions will be accepted and answered at the meeting. A sign-in sheet will be maintained by the architect/engineer for the purpose of certifying that a representative of the bidder was present at the meeting. Bidders not attending the pre-bid meeting will not be permitted to submit a bid.
1.05 DOCUMENTS
A. 1.06 TIME OF COMPLETION
A. Bidders shall begin the Work on receipt of the Notice to Proceed. Project approval is anticipated to occur on November 21, 2024, for purposes of submittal review and material acquisition. Construction is expected to begin on December 02, 2024. Project completion is expected prior to April 04, 2025.
1.07 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
B. Only Contractors having been pre-qualified by the Nassau County School District are eligible to submit bids for this project. Only pre-qualified Contractors should submit bids for this project (Florida Statutes).
C. Florida Statutes require that all contractual personnel who are permitted access on school grounds when students are present must meet Level 2 screening requirements as described in S1012.32, Florida Statutes.
DISCRIMINATION: An entity or affiliate who has been placed on the discriminatory vendor list may not submit a bid on a contract to provide goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to public entity, may not award or perform work as a contractor, supplier, subcontractor, or consultant under contract with any public entity, and may not transact business with any public entity.
The Owner reserves the right to waive any irregularities and minor technicalities or to reject any and all bids. Each bidder must deposit with his bid, a Bid Bond or Cashier's Check in the amount of five percent (5%) of the Base Bid price, payable to the Owner.
The successful bidder will be required to provide a Performance, Labor, and Material Bond in the amount of 100% of the accepted Bid amount.
No bidder may withdraw his bid within (60) days after the actual date of the opening thereof.
Any actual or prospective bidder who disputes the reasonableness or competitiveness of the terms and conditions of the Invitation To Bid, Contract Award, or Recommendation for Contract Award, shall file a Notice of Protest with the Superintendent of Schools within 72 hours of receipt of the bid solicitation, posting of the bid tabulations, or posting of the bid award, and must file a formal written protest within ten (10) days following the filing of the Notice to Protest. Failure to observe such timelines will constitute a waiver of proceedings and of right to protest as stipulated in Chapter 120 of the Florida Statutes. The School Board requires a protestor to post bond in accordance with Florida Statutes, Section 255.0516 F.S.
