The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding.  Final notice is hereby given of the Federal Emergency Management Agencys (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. 1.06 TIME OF COMPLETION

A. Bidders shall begin the Work on receipt of the Notice to Proceed.  Project approval is anticipated to occur on November 21, 2024, for purposes of submittal review and material acquisition. Construction is expected to begin on December 02, 2024. Project completion is expected prior to April 04, 2025.

1.07 BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

B. Only Contractors having been pre-qualified by the Nassau County School District are eligible to submit bids for this project. Only pre-qualified Contractors should submit bids for this project (Florida Statutes).

C. Florida Statutes require that all contractual personnel who are permitted access on school grounds when students are present must meet Level 2 screening requirements as described in S1012.32, Florida Statutes.

DISCRIMINATION: An entity or affiliate who has been placed on the discriminatory vendor list may not submit a bid on a contract to provide goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to public entity, may not award or perform work as a contractor, supplier, subcontractor, or consultant under contract with any public entity, and may not transact business with any public entity.

The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding.  Final notice is hereby given of the Federal Emergency Management Agencys (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

The area affected by this project consists of five (5) homes in the following locations:

Freedom Drive Callahan, Florida 32011 and Evergreen Trail Callahan, Florida 32011

Proposed Work and Purpose:

Nassau County proposes to mitigate five (5) single-family properties located in Callahan, Florida 32011. The proposal is to acquire the five (5) properties and demolish the structures at each of the properties. These residential properties are located in a Riverine A Flood Zone within the designated Special Flood Hazard Area (SFHA) and have experienced recurring structural flooding. The scope of work for these acquisition projects shall involve acquiring five (5) properties and demolishing four (4) single-family residential structures. All auxiliary structures shall be demolished. Wells shall be capped and/or the associated components must be removed. Debris and slab removal shall follow demolition. At each property, septic tanks shall be removed, or the tank's floors and walls shall be cracked and filled with sand or other clean fill to prevent water retention. Environmental testing shall be required to detect asbestos, lead, and other hazardous materials. Treatment shall be applied if any hazardous materials are discovered. These properties are prone to flooding from the Ben Branch and Thomas Creek during hurricanes and have experienced frequent flooding. The proposed project is intended to permanently eliminate future structural damage and to protect the occupants from any future flood loss. Mitigation activities shall include the removal of all associated debris to clear the site and the land to be converted into open space and deed restricted as set forth in the FEMA program requirements concerning the acquisition of property for open space [44 CFR 206.434 (e)]. The project shall provide protection against a 100-year flood event. Activities shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) dredging Thomas Creek, installing a wall along the bank, offsite detention of stormwater, and widening of bridge structures.  These alternatives to the proposed project are not viable because repetitive flooding of structures is not alleviated and the needs of the community would not be served in all scenarios.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.  These are due within 15 days of this notice.
