PROVIDE FOR COLLECTION OF SPECIAL ASSESSMENTS

IN THE SOUTH AMELIA ISLAND SHORE STABILIZATION

MUNICIPAL SERVICE BENEFIT UNIT

MAINTENANCE ASSESSMENT AREA

 

Notice is hereby given that the Board of County Commissioners of Nassau County, Florida will conduct a public hearing to consider the continued imposition of maintenance special assessments in the South Amelia Island Shore Stabilization Municipal Service Benefit Unit Maintenance Assessment Area, as shown above, to fund the maintenance and operating costs of the beach renourishment local improvements.  The hearing will be held at 6:00 P.M., or as soon thereafter as the matter can be heard, on September 12, 2022, in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida, for the purpose of receiving public comment on the imposition and collection of the maintenance assessments on the ad valorem tax bill.  All affected real property owners have a right to appear at the hearing and to file written objections with the County Clerk anytime prior to the public hearing.  If a person decides to appeal any decision made by the Board with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made.  In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the County Manager’s office at (904) 530-6010, at least two (2) days prior to the date of the hearing.

 

The assessment for each parcel of real property is calculated based on a combination of factors, including the property use, the amount of improved building square footage on the property or that could be located on the property (expressed as ERUs), the just value of property attributable to the parcel and proximity to the beach.  Specifically, 60% of the total annual Maintenance Cost will be allocated to all Tax Parcels within the Maintenance Assessment Area based on the number of ERUs assigned to the property.  An ERU is an “Equivalent Residential Unit” and is equal to the average size of all dwelling units within the Maintenance Assessment Area.  The remaining 40% of the total annual Maintenance Cost will be allocated first to one of three subareas (oceanfront property, non-oceanfront property lying east of A1A, and property lying west of A1A) and then apportioned to Tax Parcels within each subarea based in part of the number of ERUs assigned and in part of the proportional just value assigned.

 

A more specific description of the Maintenance Cost and the method of computing the assessment for each parcel of real property are set forth in the Amended and Restated Initial Assessment Resolution, the Amended and Restated Final Assessment Resolution, and the Preliminary Rate Resolution.  Copies of the MSBU Ordinance (Article IV, Chapter 5 of the Nassau County Code of Ordinances), the Master Capital Project and Service Assessment Ordinance, the Amended and Restated Initial Assessment Resolution and the updated Maintenance Assessment Roll are available for inspection at the office of the Nassau County Clerk of Court, located at 76347 Veterans Way, Yulee, Florida.

 

The maintenance assessments will be collected on the ad valorem tax bill commencing with the tax bill to be mailed in November 2022, as authorized by Section 197.3632, Florida Statutes.  Failure to pay the assessments will cause a tax certificate to be issued against the real property which may result in a loss of title.

THE AMERICAN BEACH WATER AND SEWER DISTRICT


Notice is hereby given that the American Beach Water and Sewer District (the “District”), a dependent special district to Nassau County, will conduct a public hearing to consider the continued imposition of special assessments against certain parcels of property located within the District, as shown above, to fund the provision of the Water and Sewer Expansion Project, which will provide properties within the District with access to central water and wastewater services. 
    The hearing will be held at 6:00 P.M., or as soon thereafter as the matter can be heard, on September 12, 2022, in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida for the purpose of receiving public comment on the proposed District and assessments.  In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the County Manager’s office at (904) 530-6010, at least two (2) days prior to the date of the hearing.  All affected property owners have a right to appear at the hearing and to file written objections with the District within 20 days of this notice.  If a person wishes to appeal any decision made by the District with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made.
    The Assessment for each tax parcel is based on the number of equivalent residential connections (“ERCs”) attributed to such parcel based upon the property’s expected potable water demand and wastewater generation as compared to the expected, average service demand of single family residential property of 350 gallons per day for potable water and 200 gallons per day for wastewater.  The proposed assessment rate for the fiscal year beginning October 1, 2022, is $124 per ERC for water and $475 per ERC for wastewater. A more specific description is set forth in the Initial Assessment Resolution (Resolution No. 2021-153) and the Final Assessment Resolution (Resolution No. 2021-177).  Copies of the resolutions and the updated assessment roll are available for inspection at the Clerk of the Circuit Court and Comptroller, 76347 Veterans Way, Suite 456, Yulee, Florida.
    The assessments will be collected on the ad valorem tax bill, as authorized by Section 197.3632, Florida Statutes.  Failure to pay the assessments will cause a tax certificate to be issued against the property which may result in a loss of title.  The District will collect the assessments in twenty (20) annual assessments, the first of which was included on the ad valorem tax bill mailed in November 2021.

ACTION

The Department of Environmental Protection gives notice of its intent to renew a Formal Determination of the Landward Extent of Wetlands and Other Surface Waters, File No. 45- 0350291-002-FD to the Nassau TI Holdings, LLC, for the property located in Sections 15,16,17,39,51,52,28, Township 3N, Range 28E, Nassau County.

This public notice is to solicit Pre-Qualification applications from General Contractors as per the State Requirements for Educational Facilities (SREF, 2014), Chapter 4.1 (1)(a) and Nassau County School District Administrative Rule 6.08 as follows:

(1)Pre-qualification of General Contractors for Educational Facilities Construction.  A Board shall pre-qualify contractors for a certain period or for a specific project.  The intent of this section is to prescribe uniform requirements for pre-qualification of contractors.

(a) Criteria.  Contractors shall be pre-qualified by a board on the basis of the following criteria and such other criteria as the board may adopt.

1. Proof that the contractor holds a contractors license, which authorizes the contractor to supervise the work within the scope of the construction project.

2. Evidence that the applicant has financial resources to start up and follow through on projects and to respond to damages in case of default as shown by written verification of bonding capacity equal to or exceeding the amount of any project for which the contractor seeks pre-qualification.  The written verification must be submitted by a licensed surety company rated excellent (A- or better) in the current A.M. Best Guide and qualified to do business within the state.  In the absence of such written verification, the board may require the applicant to submit any audited financial information necessary to evaluate an applicants financial ability to perform the project and to respond to damages in the event of default.

3. Evidence of experience with construction techniques, trade standards, quality workmanship, project scheduling, cost control, management of projects, and building codes for similar or less cost or scope projects as shown by the successful completion within the past five (5) years of at least two (2) other projects of similar size.

4. Evidence of satisfactory resolution of claims filed by or against the contractor asserted on projects of the same or similar size within the five (5) years preceding the submission of the application.  Any claim against a contractor shall be deemed to have been satisfactorily resolved if final judgment is rendered in favor of the contractor or any final judgment rendered against the contractor is satisfied within ninety (90) days of the date the judgment becomes final.

5. Type of work for which the contractor is licensed.  Evidence of timely completion of projects of similar scope and size.  Include any liquidated damages that may have been or could have been assessed on these projects.

AMELIA NATIONAL COMMUNITY DEVELOPMENT DISTRICT

 

 

Notice is hereby given that the Board of Supervisors (“Board”) of the Amelia National Community Development District (“District”) will hold a meeting of the Board of Supervisors on
August 11, 2022, at 11:30 a.m., at 95211 Clubhouse Road, Fernandina Beach, FL 32034. A copy of the agenda for the meeting can be obtained from the District Office at PFM Group Consulting LLC, 3501 Quadrangle Boulevard, Suite 270, Orlando, FL 32817 or by phone at (407) 723-5900.  Additionally, a copy of the agenda, along with any meeting materials available in an electronic format, may be obtained at http://amelianationalcdd.com/.

 

It is anticipated that the meeting will take place at the location above. In the event that the COVID-19 public health emergency prevents the meeting from occurring in-person, the District may conduct the public meeting by telephone or video conferencing communications media technology pursuant to governmental orders, including but not limited to Executive Orders 20-52, 20-69, and 20-246 issued by Governor DeSantis, and any extensions or supplements thereof, and pursuant to Section 120.54(5)(b)2., Florida Statutes

 

While it is necessary to hold the above referenced meeting of the District’s Board of Supervisors utilizing communications media technology due to the current COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner.  Toward that end, anyone wishing to listen and participate in the meeting can do so telephonically at
