Page Governmental Complex, 96135 Nassau Place, Yulee, Florida 32097, regarding the proposed amendment to the 2030 Nassau County Comprehensive Plan.

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF NASSAU COUNTY, FLORIDA AMENDING 2030 NASSAU COUNTY
COMPREHENSIVE PLAN; AMENDING THE GOALS, OBJECTIVES, AND POLICIES OF THE TRANSPORTATION ELEMENT; AMENDING THE FUTURE TRANSPORTATION MAP SERIES; PROVIDING FOR TRANSMITTAL; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

 

All interested parties are invited to attend the public hearing and to be heard.  Copies of the proposed Ordinance and supporting information are available for inspection in the office of the Planning Department, 96161 Nassau Place, Yulee, FL 32097. Comments may also be directed in writing to the Planning Department, e-mailed to planning@nassaucountyfl.com, or received by telephone at (904) 530-6320.  All comments will become part of the record in this matter and subject to Florida’s public records law.

Notice is hereby given that the Three Rivers Community

Development District (District) will receive proposals for the following District project:

PHASE 1B - UNIT 8 WATER MAIN

The contract will require contractors to provide construction services for the  PHASE 1B - UNIT 8 WATER MAIN project as more particularly described in the Project Manual and in accordance with the plans and specifications.

The Project Manual will be available via download beginning February 15, 2023, at 3:00 p.m. A link to the FTP site may be obtained by emailing Neal Milligan at MilliganN@etminc.com.  The Project Manual will include, but not be limited to, the Request for Proposals, proposal and contract documents, and construction plans and specifications. The Project Manual will not be available for pickup at the offices of

England-Thims & Miller, Inc.

There will be a mandatory pre-proposal conference held at the offices of England, Thims & Miller, Inc., (District Engineer) 14775 Old St. Augustine Rd., Jacksonville, FL 32258 (Engineers Office) on February 23, 2023, at 2:00 p.m. Failure to

attend may preclude a Proposer from responding to this

Request for Proposal.

Proposals will be evaluated in accordance with the criteria

included in the Project Manual. The District reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any Proposal, as it deems appropriate, if it determines in its discretion that it is in the Districts best interests to do so. Any person who wishes to protest the Project Manual, or any component thereof, shall file with the District a written notice of protest within seventy-two (72) hours after the Project Manual is made available, together with a protest bond in a form acceptable to the District and in the amount of $30,000, and shall file a formal written protest with the District within seven (7) calendar days after the date of timely filing the initial notice of protest. Filing will be perfected and deemed to have occurred upon receipt by the District Engineer. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the Project Manual. The formal written protest shall state with particularity the facts and law upon which the protest is based.

Firms desiring to provide construction services for the referenced project must submit one (1) original and one (1) electronic PDF copy of the required proposal no later than March 21, 2023, at 2:30 p.m. at the office of England-Thims & Miller, 14775 Old St. Augustine Road, Jacksonville, FL 32258 (District Engineers Office). The electronic copy in PDF form shall be included with the submittal package on a CD, thumb drive, or other compatible media device. Proposals shall be submitted in a sealed opaque package, shall bear the name and address of the Proposer on the outside of the package and shall identify the name of the project. With a law now in effect preventing abortions after six weeks of pregnancy, Florida health-care regulators Thursday released emergency rules related to treating medical conditions that pose dangers
