NOTICE OF COMPREHENSIVE PLAN AMENDMENT

NOTICE IS HEREBY GIVEN that on Monday, March 27, 2023 at 6:00 PM, or soon thereafter as the matter may be heard, the Nassau County Board of County Commissioners will hold a public hearing to consider adoption of proposed amendment CPA22-010 at the Commission Chambers, James S. Page Governmental Complex, 96135 Nassau Place, Yulee, Florida 32097 concerning the following described property in Nassau County.

AN ORDINANCE OF NASSAU COUNTY, FLORIDA AMENDING THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN; PROVIDING FOR THE RECLASSIFICATION OF APPROXIMATELY 0.48 ACRES OF REAL PROPERTY LOCATED ON THE EAST SIDE OF DRURY ROAD, BETWEEN SADLER ROAD AND NICKELSON AVENUE, FROM COMMERCIAL (COM) TO MEDIUM DENSITY RESIDENTIAL (MDR); PROVIDING FOR FINDINGS; AND PROVIDING AN EFFECTIVE DATE.

A public hearing was previously advertised and held on this amendment by the Planning & Zoning Board on February 7, 2023.

THE AMELIA WALK

COMMUNITY DEVELOPMENT DISTRICT

A public hearing will be conducted by the Board of Supervisors (Board) of the Amelia Walk Community Development District (the District) on April 18, 2023, at 6:00 p.m. at the Amelia Walk Amenity Center, 85287 Majestic Walk Boulevard, Fernandina Beach, Florida 32034.  Prior Notice of Rule Development was published in the Fernandina Beach News-Leader on March 8, 2023.

In connection with its ownership and operation of certain recreational amenity facilities and improvements (hereinafter collectively referred to as the Amenities), and in accordance with Chapters 120 and 190, Florida Statutes, the Amelia Walk Community Development District (the District) hereby gives public notice of its intent to adopt a revised Suspension and Termination of Access Rule (Suspension and Termination Rules), to supersede any conflicting rules and policies.

The proposed Suspension and Termination Rules may be adjusted at the public hearing pursuant to discussion by the Board of Supervisors and public comment. The purpose and effect of the Suspension and Termination Rules is to provide for efficient and effective District operations of the Districts Amenities and other properties by setting policies and regulations to implement the provisions of Section 190.035, Florida Statutes.  The proposed Suspension and Termination Rules address use of access cards, provide for the suspension and termination of amenity access, provide for an administrative reimbursement of up to Five Hundred Dollars ($500.00), provide for property damage reimbursement, provide authority for certain District staff to remove persons from the amenities, provide for hearings and appeal, and provide for other legal remedies. Specific legal authority for the rule includes Sections 190.035 (2), 190.011 (5) and 120.54, Florida Statutes.

Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice.  Any affected person may request a public hearing by submitting a written request within twenty-one (21) days after the date of publication of the notice.

The public hearing to be held at the date, time and location stated above may be continued to a date, time and place to be specified on the record at the hearing without further publication of notice.  If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based.

One or more Supervisors may participate in the public hearing by telephone.  At the above location, if a public hearing is requested, there will be present a speaker telephone so that any interested party can attend the public hearing at the above location and be fully informed of the discussions taking place either in person or by speaker telephone device.

COMMUNITY DEVELOPMENT DISTRICT

A public hearing will be conducted by the Board of Supervisors (Board) of the River Glen Community Development District (District) on Thursday, April 20, 2023, at 2:00 p.m., at the River Glen Amenity Center, 65084 River Glen Parkway, Yulee, Florida 32097.

In accord with Chapters 190 and 120, Florida Statutes, the District hereby gives the public notice of its intent to adopt Rules Relating to Overnight Parking and Parking Enforcement (Parking and Towing Rules) which govern the operation of the Districts amenity facilities and other properties.

The purpose and effect of the Parking and Towing Rules is to provide for efficient and effective District operations of the Districts amenities facilities and properties by setting policies, regulations, rates and fees to implement the provisions of Section 190.035, Florida Statutes. Prior Notice of Rule Development was published in Fernandina Beach News Leader on March 8, 2023.

The Parking and Towing Rules will address certain revisions to the Districts rules and policies governing the operation of the Districts amenity facilities and other properties.

Specific legal authority for the rule includes Sections 190.035(2), 190.011(5), 190.012, 120.54, 120.69 and 120.81, Florida Statutes (2020).

NOTICE IS HEREBY GIVEN that the Nassau County Board of County Commissioners will conduct a public hearing to consider transmittal for review by state agencies of the amendment described below on Monday, March 13, 2023 beginning at 6:00 p.m. or soon thereafter as the matter may be heard at the James S.
