Wildlight Master Infrastructure - North/South Arterial Roadway Phase 2

Nassau County, Florida

Notice is hereby given that Raydient Places + Properties ("Developer") will accept proposals from firms interested in providing labor, materials, and equipment for certain construction site work, including utilities and associated earthwork and/or roadway improvements, at the community known as Wildlight Village Phase 2 located in Nassau County, Florida and within the boundaries of the East Nassau Stewardship District.

The "Project Manual," comprised of proposal and contract documents, will be available for public inspection and may be obtained beginning Wednesday, August 30, 2023, at 1:00 p.m. Contact the "Project Engineer", John Zachary Brecht, P.E., at England-Thims & Miller, Inc., 14775 Old St. Augustine Road,  Jacksonville, Florida 32258, by e-mail at brechtz@etminc.com, to obtain a link to access a copy of the Project Manual and associated project documents.  The Developer reserves the right in its sole discretion to make changes to the Project Manual up until the time of the bid opening, and to provide notice of such changes only to those proposers who have indicated their intent to bid by notifying the Project Engineer.

A mandatory pre-proposal conference will be held on this project on Tuesday, September 5, 2023 at 1:00 pm at the offices of the Project Engineer, England-Thims and Miller, Inc., 14775 Old Saint Augustine Road, Jacksonville, FL 32258. Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope, marked with a notation "RESPONSE TO REQUEST FOR PROPOSALS: WILDLIGHT MASTER INFRASTRUCTURE  NORTH/SOUTH ARTERIAL ROADWAY PHASE 2" The Developer reserves the right to return unopened to the proposer any proposals received after the time and date stipulated above. All proposals received on time will be publicly opened at 1:00 p.m. on Tuesday, October 3, 2023, at the offices of the Project Engineer. Each proposal shall remain binding for a minimum of one hundred twenty (120) days after the proposal opening.

Ranking of proposals will be made on the basis of qualifications, price and other criteria, all as set forth in the Project Manual, and at the sole discretion of the Developer.  The Developer reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities or irregularities in proposals as it deems appropriate, if it determines in its discretion it is in the Developers best interest to do so.  Proposals received from firms that fail to the meet the following minimum qualifications/ requirements will not be considered or evaluated: (1) Proposer will have constructed three (3) improvements similar in quality and scope with a minimum of $2,000,000 in total volume construction cost within the last three (3) years; (2) Proposer will have minimum bonding capacity of $2,000,000 from a Surety Company acceptable to the Developer; (3) Proposer is authorized to do business in Florida; and (4) Proposer is registered with Nassau County and JEA and is a licensed contractor in the State of Florida.  There are no bid protest rights of any kind associated with this Request for Proposals.

The successful proposer will be required to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract work assigned to the Developer, JEA, and/or a Special District (as described in the Project Manual), with a surety acceptable to the Developer, JEA and the District, and in accordance with Section 255.05, Florida Statutes.

NOTICE OF HEARING TO APPROVE ASSESSMENT ROLL AND

PROVIDE FOR COLLECTION OF SPECIAL ASSESSMENTS IN

THE AMERICAN BEACH WATER AND SEWER DISTRICT

Notice is hereby given that the Board of County Commissioners of Nassau County, Florida, sitting as the governing board for the American Beach Water and Sewer District (the “District”), a dependent special district to Nassau County, will conduct a public hearing to consider the approval of the annual assessment roll relating to special assessments within the District, as shown above, to fund the provision of the Water and Sewer Expansion Project, which will provide properties within the District with access to central water and wastewater services.

The hearing will be held at 6:00 P.M., or as soon thereafter as the matter can be heard, on September 11, 2023, in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida for the purpose of receiving public comment on the assessments and collection of the assessments on the ad valorem tax bill. All affected property owners have a right to appear at the hearing and to file written objections with the District any time prior to the public hearing. If a person wishes to appeal any decision made by the District with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. The Assessment for each tax parcel is based on the number of equivalent residential connections (“ERCs”) attributed to such parcel based upon the property’s expected potable water demand and wastewater generation as compared to the expected, average service demand of single family residential property of 350 gallons per day for potable water and 200 gallons per day for wastewater. The proposed assessment rate for the fiscal year beginning October 1, 2023, is $124 per ERC for water and $475 per ERC for wastewater. A more specific description is set forth in the Initial Assessment Resolution (Resolution No. 2021-153) and the Final Assessment Resolution (Resolution No. 2021-177). Copies of the resolutions and the updated assessment roll are available for inspection at the Clerk of the Circuit Court and Comptroller, 76347 Veterans Way, Suite 456, Yulee, Florida.

The assessments will be collected on the ad valorem tax bill, as authorized by Section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate to be issued against the property which may result in a loss of title. The District will collect the assessments in twenty (20) annual assessments, the first of which was included on the ad valorem tax bill mailed in November 2021.

Notice is hereby given that the Board of County Commissioners of Nassau County, Florida will conduct a public hearing to consider approval of the annual assessment roll relating to special assessments in the South Amelia Island Shore Stabilization Municipal Service Benefit Unit, as shown above, to fund the capital costs of beach renourishment local improvements within the SAISSA MSBU. The hearing will be held at 6:00 P.M., or as soon thereafter as the matter can be heard, on September 11, 2023, in the Nassau County Commission Chambers, at the Nassau County Government Complex located at 96135 Nassau Place, Yulee, Florida, for the purpose of receiving public comment on the assessments and collection of the assessments on the ad valorem tax bill. All affected real property owners have a right to appear at the hearing and to file written objections with the County Clerk any time prior to the public hearing. If a person decides to appeal any decision made by the Board with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the Clerk of Court’s office at (904) 548-4600, at least two business days prior to the date of the hearing.

The assessment for each parcel of real property is calculated based on a combination of factors, including the property use, the amount of improved building square footage on the property or that could be located on the property (expressed as ERUs), the just value of property attributable to the parcel and proximity to the beach. Specifically, 60% of the total Project Cost will be allocated to all Tax Parcels within the Assessment Area based on the number of ERUs assigned to the property. An ERU is an “Equivalent Residential Unit” and is equal to the average size of all dwelling units within the Assessment Area. The remaining 40% of the total Project Cost will be allocated first to one of three subareas (oceanfront property, non-oceanfront property lying east of A1A, and property lying west of A1A) and then apportioned to Tax Parcels within each subarea based in part of the number of ERUs assigned and in part of the proportional just value assigned. The assessment for each parcel of real property will also include the amount that tax parcel has in unpaid assessments from the fiscal year beginning October 1, 2022, if any.

A more specific description of the project costs and the method of computing the assessment for each parcel of real property are set forth in the Initial Assessment Resolution (Resolution 2021-042). Copies of the Master Capital Project and Service Assessment Ordinance, the Initial Assessment Resolution, the Final Assessment Resolution, and the updated Assessment Roll are available for inspection at the office of the Nassau County Clerk of Court, located at 76347 Veterans Way, Yulee, Florida.

The assessment will be collected in nine annual installments, the first of which was included on the ad valorem tax bill mailed in November 2021, as authorized by Section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate to be issued against the real property which may result in a loss of title.

A Leon County circuit judge Tuesday refused to put on hold a lawsuit filed by Florida State University against the Atlantic Coast Conference, as a big-money battle between the university and its lo
