Questions swirl regarding campaign advertisements

This flyer was mailed to voters in Fernandina Beach, and features David Sturges, who is up for reelection, with two Fernandina Beach police officers. It has been questioned whether the use of police officers for a campaign ad is allowed under Florida ethics laws.
