Ragucci files ethics complaint against Ross, dismissed

Chris Ragucci, CEO of Nassau Terminals which operated the Port of Fernandina for three years, took the contentious relationship between him and City Commissioner Chip Ross to a new level when he filed a complaint with the Florida Commission on Ethics, requesting an investigation into some of the issues between Ross, Nassau Terminals and the Ocean Highway and Port Authority.
