RIVER GLEN COMMUNITY DEVELOPMENT DISTRICT

HEARING TO CONSIDER THE ADOPTION OF THE FISCAL YEAR 2023/2024 BUDGETS; AND NOTICE OF REGULAR BOARD OF SUPERVISORS MEETING.

The Board of Supervisors ("Board") of the River Glen Community Development District ("District") will hold a public hearing on August 17, 2023 at 2:00 p.m. at the River Glen Amenity Center, 65084 River Glen Parkway,  Yulee, Florida 32097 for the purpose of hearing comments and objections on the adoption of the proposed budgets ("Proposed Budget") of the District for the fiscal year beginning October 1, 2023 and ending September 30, 2024 ("Fiscal Year 2023/2024").  A regular board meeting of the District will also be held at that time where the Board may consider any other business that may properly come before it.  A copy of the agenda and Proposed Budget may be obtained at the offices of the District Manager, c/o Rizzetta & Company, 3434 Colwell Avenue, Suite 200, Tampa, Florida 33614, (904) 436-6270 ("District Manager's Office"), during normal business hours, or by visiting the Districts website at https://www.riverglencdd.org/.

public hearing is being held pursuant to Chapters 170, 190 and 197, Florida Statutes, to consider

the imposition of operations and maintenance special assessments (“O&M Assessments”) upon

the lands located within the District, to fund the Proposed Budget for Fiscal Year 2023/2024; to

consider the adoption of an assessment roll; and, to provide for the levy, collection, and enforcement

of assessments. At the conclusion of the hearings, the Board will, by resolution, adopt a budget and

Description of Assessments

The District imposes O&M Assessments on benefitted property within the District for the purpose of

funding the District’s general administrative, operations, and maintenance budget. Pursuant to Section

170.07, Florida Statutes, a description of the services to be funded by the O&M Assessments, and the

properties to be improved and benefitted from the O&M Assessments, are all set forth in the Proposed

Budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments

The proposed O&M Assessments as stated include collection costs and/or early payment discounts,

which Nassau County (“County”) may impose on assessments that are collected on the County ta

bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the

“maximum rate” authorized by· law for O&M Assessments, such that no assessment hearing shall

be held or notice provided in future years unless the assessments are proposed to be increased or

another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments

do not include any debt service assessments previously levied by the District and due to be collected

for Fiscal Year 2023/2024.

For Fiscal Year 2023/2024, the District intends to have the County tax collector collect the

assessments imposed on certain developed property, and will directly collect the assessments

imposed on the remaining benefitted property by sending out a bill prior to, or during, November 2023.

It is important to pay your assessment because failure to pay will cause a tax certificate to be issued

against the property which may result in loss of title, or for direct billed assessments, may result in a

foreclosure action, which also may result in a loss of title. The District’s decision to collect assessments

on the tax roll or by direct billing does not preclude the District from later electing to collect those or

other assessments in a different manner at a future time.

NASSAU COUNTY has an allocation of approximately $300,000 in affordable housing dollars

available through the State Housing Initiatives Partnership (SHIP) Program.

ELIGIBLE APPLICANTS

Twenty percent (20%) of the 2022-23 SHIP funding has been designated to serve persons with

Special Needs as defined in F.S. 420.004 (13) “Persons with special needs” means an adult

person requiring independent living services in order to maintain housing or develop independent

living skills and who has a disabling condition; a young adult formerly in foster care who is eligible

for services under F.S.. 409.1451(5); a survivor of domestic violence as defined in F.S. 741.28; or

a person receiving benefits under the Social Security Disability Insurance (SSDI) program or the

Supplemental Security Income (SSI) program or from veterans’ disability benefits to meet set aside

requirements. A child receiving SSDI qualifies the household for assistance.

PROGRAMS FUNDED FOR THE 2022-2023 FUNDING PERIOD include:

• Purchase Assistance with or without Rehabilitation Loan for buyers who do not currently

own a home. Repair costs cannot exceed $5,000.

• Purchase Assistance Loan for the purchase of new or existing manufactured home/land

packages that are less than 20 years old. Maximum award $25,000.

Eligible applicants can only receive assistance through the

SHIP Program once in a 10-year period.

Applications will be available Friday, July 28, 2023, starting at 9 a.m. Applications will not be

accepted after funds are exhausted. Applications will be processed “first come, first qualified, first

eligible” with a priority given to Special Needs and Essential Service Personnel defined as teachers,

police and fire personnel, health care personnel and skilled building trades personnel.

Assistance Limits for Home Purchases: Currently assistance limits are 20%, 25% and 30% of the

sales price of a home and the amount of funding is dependent on the income level of the applicant’s

household. The maximum deferred loan is $102,747 and the maximum price of a home for SHIP

eligibility is 90% of the Median Home Sold Price for the last 12 months not to exceed $359,263.80

for applicants meeting income limits. Funds may be used for closing costs, first mortgage down

payment or a combination of both needs. Up to $5,000 can be used for home repair costs such

as roof repairs, window replacement, plumbing, electrical etc. The buyer must occupy the home

for ten (10) years for the SHIP loan to be satisfied. A pre-qualification letter from your primary

mortgage lender is required for submission of your application.

Assistance Limits for Manufactured Home Purchases: Assistance limits are $25,000 with a maximum

purchase price of 90% of the Median Home Sold Price for the last 12 months not to exceed

$359,263.80 for applicants meeting the income limits. Funds may be used for closing costs, first

mortgage down payment or a combination of both. The buyer must occupy the home for ten (10)

years for the SHIP loan to be satisfied. A pre-qualification letter from your primary mortgage

lender is required for submission of your application. Only new and existing manufactured

land/home packages less than 20 years old are eligible for assistance.

THE NASSAU COUNTY Grants Specialist administers the local SHIP program. Applications will

be available on Friday, July 28th, 2023, at 9 a.m. and can be picked up at the address below.
