On November 14, 2023, the Department of Environmental Protection (Department) received an air construction permit application from Rayonier Performance Fibers, LLC requesting an authority to construct a new second-generation Bioethanol Plant (Project) at the existing Fernandina Beach Dissolving Sulfite Pulp Plant (RPF Plant).  The proposed Bioethanol Plant will use spent sulfite liquor (SSL) as the basis for ethanol fermentation and will be capable of producing approximately 7.5 million gallons of bioethanol for sale per year.  The air permit application and associated documents can be accessed in electronic form at the following link: https://fldep.dep.state.fl.us/air/emission/apds/default.asp by entering project number 0890004-070-AC.

The RPF Plant is an acid sulfite-based pulp mill using ammonia as the base chemical for the manufacture of dissolving pulp.  This plant produces approximately ten different grades of pulp.  The pulp produced at this plant is used in products such as plastics, photographic film, LCD screens, paints, cigarette filters, pharmaceuticals, food production, cosmetics, and textiles.  The mill is permitted to produce a maximum of 175,000 air-dried metric tons (ADMT) of pulp per year, on a 12-month rolling total basis.  The facility is owned and operated by Rayonier Performance Fibers, LLC.  The applicants authorized representative and mailing address is:  Mr. Mark Homans, General Manager, Rayonier Performance Fibers, LLC, P.O. Box 2002, Fernandina Beach, Florida  32035.

The new Bioethanol Plant will consist of continuous fermenters, a yeast recycling system, and a distillation and dehydration plant.  Volatile organic compounds (VOC) from the Bioethanol Plant are expected to be primarily ethanol and will be controlled by the fermentation vent scrubber using cold process water as the scrubbing solution.    Recovered ethanol from the fermentation vent scrubber will be recycled back to the process.  The Bioethanol Plant will also include bioethanol in-process and storage tanks equipped with internal floating roofs.

Based on the information provided in the application, the Project will not result in a significant emission increase of any regulated New Source Review (NSR) pollutant; therefore, the Project is not subject to a review under the Prevention of Significant Deterioration (PSD) program in Rule 62-212.400 of the Florida Administrative Code.  After the completion of the Project, the RPF Plant will be capable of operating in multiple scenarios with respect to SSL cycle.  When the new Bioethanol Plant is operating at full capacity, the SSL available to be burned in the Sulfite Recovery Boiler will be reduced by approximately 20 percent (%).  SSL feed to the Sulfite Recovery Boiler will be further reduced by the amount of SSL that is sold to the LignoTech Florida, LLC.  This will be the preferred operating scenario which will result in reduction of emissions from the affected Sulfite Recovery Boiler as follows:  carbon monoxide (CO) emissions will be reduced by 59.5 tons per year; nitrogen oxides (NOX) by 152.4 tons per year; sulfur dioxide (SO2) by 1.5 tons per year; particulate matter (PM) by 10 tons per year; particulate matter with a mean particle diameter of 10/2.5 microns or less (PM10/PM2.5) by 6.4 tons per year; and VOC by 6.5 tons per year.

A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the District. Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P. 0. Box 1429, Palatka Florida 32178-1429 (4049 Reid St., Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District's regular business hours. The District's regular business hours are 8 a.m. - 5 p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District's regular business hours shall be deemed filed as of 8 a.m. on the next regular District business day. A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District's acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District's Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, F.A.C.), which is available for viewing at www.sjrwmd.com. The District will not accept a petition sent by facsimile (fax). Mediation may be available if you meet the conditions stated in the full Notice of Rights (see last paragraph). 
The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, F.S., Chapter28-106, F.A.C., and Rule 40C-1. 1007, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District's final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.).
