PUBLIC MEETINGS OF THE CITY OF FERNANDINA BEACH CANVASSING BOARD

FOR THE PUBLIC PRE-ELECTION TEST OF THE AUTOMATIC TABULATION EQUIPMENT,

CANVASSING OF BALLOTS, AND POST-ELECTION AUDIT OF VOTING SYSTEM FOR THE

DECEMBER 11, 2018

CITY OF FERNANDINA BEACH RUNOFF ELECTION

All meetings of the City of Fernandina Beach Canvassing Board (Canvassing Board) are open to the public

and will be conducted at the James S. Page Governmental Complex, Supervisor of Elections’ Canvassing

Board Room/Conference Room A, located at 96135 Nassau Place, Yulee, Florida 32097.

The Canvassing Board will convene at 2:00 p.m. on December 5, 2018 for the testing of all voting equipment

to be used in the December 11, 2018 City of Fernandina Beach Runoff Election.

Sealed Vote by Mail (VbM) ballots received prior to 3:30 p.m. on December 11, 2018 will be available

for public inspection from 4:00 p.m. to 4:30 p.m. on December 11, 2018 at the office of the Supervisor of

Elections, 96135 Nassau Place, Suite 3, Yulee, Florida. Afterwards, those VbM ballots will be opened, canvassed,

and processed at the Canvassing Board meeting to convene at 4:30 p.m.; however, the results will

not be generated at that time. A recount, if necessary, will be held at 8 a.m. on December 12, 2018.

Those wishing to inspect VbM ballots received after 3:30 p.m. up to 7:00 p.m. on December 11, 2018 must

be present throughout the Canvassing Board meeting, until the last VbM ballot is presented for canvassing,

on December 11, 2018.

VbM ballots, provisional ballots, and precinct results will be generated after 7:00 p.m. on December 11, 2018.

The Canvassing Board will convene on December 13, 2018 at 5:00 p.m. to canvass any remaining provisional

ballots, if necessary, certify the official results, and perform any other duties as prescribed by law for

the December 11, 2018 City of Fernandina Beach Runoff Election.

The Canvassing Board will convene on December 19, 2018 at 2:00 p.m. to conduct the post-election audit

of the voting system, and perform any other duties as prescribed by law. The Canvassing Board will select

the race and precinct number for the audit of the December 11, 2018 City of Fernandina Beach Runoff

Election immediately after certifying the official election results. This will occur at the December 11, 2018

meeting, if there are no remaining provisional ballots to be counted, or at the December 13, 2018 meeting,

if there are provisional ballots to be counted.

If a recount is ordered, a meeting will be scheduled and posted at www.fbfl.us and www.VoteNassau.com

and various other locations.

If it becomes necessary for the Canvassing Board to reconvene after any noticed Canvassing Board meeting,

the time and date will be posted at the office of the City Clerk as well as online at www.fbfl.us and announced

at the end of the respective meeting.

Section 101.68(2)(c)4, Florida Statutes, provides if any elector or candidate present believes that a VbM

ballot is illegal due to a defect apparent on the voter’s certificate or the Vote by Mail Cure Affidavit, he or she

may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest

against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the

ballot to be illegal. A challenge based upon a defect in the voter’s certificate or Vote by Mail Cure Affidavit

may not be accepted after the ballot has been removed from the mailing envelope.

In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.

Section 286.0105, Florida Statutes, provides that if a person decides to appeal any decision made by the

board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she

will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim

record of the proceedings is made, which record includes the testimony and evidence upon which the

appeal is to be based.
