Chester Road Widening

Notice is hereby given that Wildlight, LLC ("Developer") will accept proposals from firms interested in providing labor, materials, and equipment for certain construction site work, including utilities and associated earthwork and/or roadway improvements, at the community known as Wildlight DSAP 2/PDP 4 located in Nassau County, Florida and within the boundaries of the East Nassau Stewardship District.

The "Project Manual", comprised of proposal and contract documents, will be available for public inspection and may be obtained beginning Wednesday, January 24, 2024, at 1:00 p.m. Contact the "Project Engineer", John Zachary Brecht, P.E., at England-Thims & Miller, Inc., 14775 Old St. Augustine Road,  Jacksonville, Florida 32258, by e-mail at brechtz@etminc.com, to obtain a link to access a copy of the Project Manual and associated project documents.  The Developer reserves the right in its sole discretion to make changes to the Project Manual up until the time of the bid opening, and to provide notice of such changes only to those proposers who have indicated their intent to bid by notifying the Project Engineer.

Firms desiring to provide services for this project must submit one (1) original of the proposal documents, and an electronic PDF copy of the proposal on a flash drive, no later than 2:00 p.m. on Friday, February 23, 2024, at the offices of the Project Engineer.  Each proposer shall supply a bid bond, or cashier's check, made payable to the Developer and in the amount of 5% of the total bid with its proposal. Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope, marked with a notation RESPONSE TO REQUEST FOR PROPOSALS: CHESTER ROAD WIDENING The Developer reserves the right to return unopened to the proposer any proposals received after the time and date stipulated above. All proposals received on time will be publicly opened at 2:00 p.m. on Friday, February 23, 2024, at the offices of the Project Engineer. Each proposal shall remain binding for a minimum of one hundred twenty (120) days after the proposal opening.

Ranking of proposals will be made on the basis of qualifications, price and other criteria, all as set forth in the Project Manual, and at the sole discretion of the Developer.  The Developer reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities or irregularities in proposals as it deems appropriate, if it determines in its discretion it is in the Developers best interest to do so.  Proposals received from firms that fail to the meet the following minimum qualifications/ requirements will not be considered or evaluated: (1) Proposer will have constructed three (3) improvements similar in quality and scope with a minimum of $10,000,000 in total volume construction cost within the last three (3) years; (2) Proposer will have minimum bonding capacity of $10,000,000 from a Surety Company acceptable to the Developer; (3) Proposer is authorized to do business in Florida; and (4) Proposer is registered with Nassau County and JEA and is a licensed contractor in the State of Florida.  There are no bid protest rights of any kind associated with this Request for Proposals.

The successful proposer will be required to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract work assigned to the Developer, JEA, and/or a Special District (as described in the Project Manual), with a surety acceptable to the Developer, JEA and the District, and in accordance with Section 255.05, Florida Statutes.

FOR THE LIBERTY COVE COMMUNITY DEVELOPMENT DISTRICT

RFQ for Engineering Services

The Liberty Cove Community Development District ("District"), located in Nassau County, Florida, announces that professional engineering services will be required on a continuing basis for the Districts stormwater systems, and other public improvements authorized by Chapter 190, Florida Statutes.  The engineering firm selected will act in the general capacity of District Engineer and will provide District engineering services, as required.

Any firm or individual ("Applicant") desiring to provide professional services to the District must: 1) hold applicable federal, state and local licenses; 2) be authorized to do business in Florida in accordance with Florida law; and 3) furnish a statement ("Qualification Statement") of its qualifications and past experience on U.S. General Service Administrations Architect-Engineer Qualifications, Standard Form No. 330, with pertinent supporting data.  Among other things, Applicants must submit information relating to: a) the ability and adequacy of the Applicants professional personnel; b) whether the Applicant is a certified minority business enterprise; c) the Applicants willingness to meet time and budget requirements; d) the Applicants past experience and performance, including but not limited to past experience as a District Engineer for any community development districts and past experience with Nassau County, Florida; e) the geographic location of the Applicants headquarters and offices; f) the current and projected workloads of the Applicant; and g) the volume of work previously awarded to the Applicant by the District.  Further, each Applicant must identify the specific individual affiliated with the Applicant who would be handling District meetings, construction services, and other engineering tasks.

The District will review all Applicants and will comply with Florida law, including the Consultants Competitive Negotiations Act, Chapter 287, Florida Statutes ("CCNA").  All Applicants interested must submit one (1) electronic and one (1) unbound copy of Standard Form No. 330 and the Qualification Statement by 12:00 p.m. on February 2, 2024 to the attention of Wrathell, Hunt and Associates, LLC (by email to: gillyardd@whhassociates.com) ("District Managers Office").

The Board shall select and rank the Applicants using the requirements set forth in the CCNA and the evaluation criteria on file with the District Manager, and the highest ranked Applicant will be requested to enter into contract negotiations.  If an agreement cannot be reached between the District and the highest ranked Applicant, negotiations will cease and begin with the next highest ranked Applicant, and if these negotiations are unsuccessful, will continue to the third highest ranked Applicant.

The District reserves the right to reject any and all Qualification Statements.  Additionally, there is no express or implied obligation for the District to reimburse Applicants for any expenses associated with the preparation and submittal of the Qualification Statements in response to this request.

On November 14, 2023, the Department of Environmental Protection (Department) received an air construction permit application from Rayonier Performance Fibers, LLC requesting an authority to construct a new second-generation Bioethanol Plant (Project) at the existing Fernandina Beach Dissolving Sulfite Pulp Plant (RPF Plant).  The proposed Bioethanol Plant will use spent sulfite liquor (SSL) as the basis for ethanol fermentation and will be capable of producing approximately 7.5 million gallons of bioethanol for sale per year.  The air permit application and associated documents can be accessed in electronic form at the following link: https://fldep.dep.state.fl.us/air/emission/apds/default.asp by entering project number 0890004-070-AC.

The RPF Plant is an acid sulfite-based pulp mill using ammonia as the base chemical for the manufacture of dissolving pulp.  This plant produces approximately ten different grades of pulp.  The pulp produced at this plant is used in products such as plastics, photographic film, LCD screens, paints, cigarette filters, pharmaceuticals, food production, cosmetics, and textiles.  The mill is permitted to produce a maximum of 175,000 air-dried metric tons (ADMT) of pulp per year, on a 12-month rolling total basis.  The facility is owned and operated by Rayonier Performance Fibers, LLC.  The applicants authorized representative and mailing address is:  Mr. Mark Homans, General Manager, Rayonier Performance Fibers, LLC, P.O. Box 2002, Fernandina Beach, Florida  32035.

The new Bioethanol Plant will consist of continuous fermenters, a yeast recycling system, and a distillation and dehydration plant.  Volatile organic compounds (VOC) from the Bioethanol Plant are expected to be primarily ethanol and will be controlled by the fermentation vent scrubber using cold process water as the scrubbing solution.    Recovered ethanol from the fermentation vent scrubber will be recycled back to the process.  The Bioethanol Plant will also include bioethanol in-process and storage tanks equipped with internal floating roofs.

Based on the information provided in the application, the Project will not result in a significant emission increase of any regulated New Source Review (NSR) pollutant; therefore, the Project is not subject to a review under the Prevention of Significant Deterioration (PSD) program in Rule 62-212.400 of the Florida Administrative Code.  After the completion of the Project, the RPF Plant will be capable of operating in multiple scenarios with respect to SSL cycle.  When the new Bioethanol Plant is operating at full capacity, the SSL available to be burned in the Sulfite Recovery Boiler will be reduced by approximately 20 percent (%).  SSL feed to the Sulfite Recovery Boiler will be further reduced by the amount of SSL that is sold to the LignoTech Florida, LLC.  This will be the preferred operating scenario which will result in reduction of emissions from the affected Sulfite Recovery Boiler as follows:  carbon monoxide (CO) emissions will be reduced by 59.5 tons per year; nitrogen oxides (NOX) by 152.4 tons per year; sulfur dioxide (SO2) by 1.5 tons per year; particulate matter (PM) by 10 tons per year; particulate matter with a mean particle diameter of 10/2.5 microns or less (PM10/PM2.5) by 6.4 tons per year; and VOC by 6.5 tons per year.
