NOTICE OF MEETING OF THE BOARD OF SUPERVISORS OF THE AMELIA WALK COMMUNITY DEVELOPMENT DISTRICT

 

Notice is hereby given that the Board of Supervisors (“Board”) of the Amelia Walk Community Development District (“District”) is scheduled to hold a regular meeting on Tuesday, March 16, 2021 at 2:00 p.m. at the Amelia Walk Amenity Center, 85287 Majestic Walk Boulevard, Fernandina Beach, Florida 32034 where the Board may consider any business that may properly come before it (“Meeting”).  Alternatively, the meeting may be conducted remotely, pursuant to Zoom communications media technology and/or by telephone pursuant to Executive Orders 20-52, 20-69 issued by Governor DeSantis including any extensions or supplements thereof, and pursuant to Section 120.54(5)(b)2., Florida Statutes if such Executive Orders are still in effect. 

While it may be necessary to hold the above referenced Meeting during the COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner. Toward that end, anyone wishing to participate in the meeting should refer to the District’s website, www.AmeliaWalkCDD.com or contact the office of the District Manager, c/o Governmental Management Services, LLC at (904) 940-5850 or dlaughlin@gmsnf.com to obtain access information. Additionally, participants are strongly encouraged to submit questions and comments to the District Manager at least 24 hours in advance of the meeting to the email address or phone number reference above to facilitate the Board’s consideration of such questions and comments during the Meeting.

The Meeting is open to the public and will be conducted in accordance with the provisions of Florida law for community development districts.  An electronic copy of the agenda for this meeting may be obtained from the District Manager, 475 West Town Place, Suite 114, St. Augustine, Florida 32092 (and phone (904) 940-5850) and is expected to also be available on the District’s website at
www.AmeliaWalkCDD.com. The Meeting may be continued to a date, time, and place to be specified on the record at such Meeting. There may be occasions when one or more Supervisors will participate by telephone.

ITB 21-02 AREA 5 DRAINAGE IMPROVEMENTS AND  ALACHUA STREET EXPANSION

 

A mandatory Pre-bid meeting will be held at 11:00am (Eastern Time), March 10, 2021 at City of Fernandina Beach, City Hall Commission Chambers, 204 Ash Street, Fernandina Beach, FL 32034. Submittals will not be accepted from any firm that is no represented at the Mandatory Pre-bid meeting.  

 

Please be advised that the City of Fernandina Beach has a mandatory mask order in place for all indoor meetings. To be most effective, masks should be worn properly covering the nose and the mouth at all times. All CDC guidelines for distancing will be followed for the on-site portion of the pre-bid meeting.

Notice is hereby given that Raydient Places + Properties (Developer) will accept proposals from firms interested in providing labor, materials, and equipment for certain construction site work, including earthwork, utilities, roadways, and stormwater management improvements, at the community known as Wildlight Village Phase 2 located in Nassau County, Florida and within the boundaries of the East Nassau Stewardship District.

The Developer reserves the right to return unopened to the proposer any proposals received after the time and date stipulated above. Each proposal shall remain binding for a minimum of one hundred twenty (120) days after the proposal opening.

Ranking of proposals will be made on the basis of qualifications, price and other criteria, all as set forth in the Project Manual, and at the sole discretion of the Developer.  The Developer reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities or irregularities in proposals as it deems appropriate, if it determines in its discretion it is in the Developers best interest to do so.  Proposals received from firms that fail to the meet the following minimum qualifications/ requirements will not be considered or evaluated: (1) Proposer will have constructed three (3) improvements similar in quality and scope with a minimum of $2,000,000 in total volume construction cost within the last three (3) years; (2) Proposer will have minimum bonding capacity of $2,000,000 from a Surety Company acceptable to the Developer; (3) Proposer is authorized to do business in Florida; and (4) Proposer is registered with Nassau County and is a licensed contractor in the State of Florida.  There are no bid protest rights of any kind associated with this Request for Proposals.  

The Developer anticipates that all or a portion of the contract may subsequently be assigned to a special district.  In such event, the successful proposer will be required to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract work assigned to the District (as described in the Project Manual), with a surety acceptable to the District, and in accordance with Section 255.05, Florida Statutes.

      The Department of Environmental Protection gives notice of its intent to issue a Joint Coastal Permit and letter of consent to use sovereign submerged lands (File No. 0187721-013-JC) to the South Amelia Island Shore Stabilization Association located at 5440 First Coast Highway, Amelia Island, FL 32034; and Nassau County Board of County Commissioners located at 96135 Nassau Place, Yulee, FL 32097; and DEP Division of Recreation and Parks located at 3900 Commonwealth Blvd, MS 500, Tallahassee, FL 32399 for nourishment along 3.6 miles of shoreline at the southern end of Amelia Island using beach compatible material obtained from Nassau Sound.

     The Department will issue the permit and letter of consent to use sovereign submerged lands, unless a timely petition for an administrative proceeding is filed pursuant to the provisions of Sections 120.569 and 120.57, F.S. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application. 

      A person whose substantial interests are affected by the Departments action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rule 28-106.201, F.A.C., a petition for an administrative hearing must contain the following information: 

     (a) The name and address of each agency affected and each agency’s file or identification number, if known;

NOTICE is hereby given that the Board of County Commissioners of Nassau County, Florida, at a Regular meeting to be held on Monday, the 8th day of March, 2021 at 6:00 P.M., or as soon thereafter as the matter may be heard, in the Commission Chambers, located at the James S. Page Governmental Complex, 96135 Nassau Place, Yulee, Florida, intends to consider for adoption the following proposed Ordinance:

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF NASSAU COUNTY, FLORIDA, AMENDING ARTICLE XIV - CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS, SPECIFICALLY SECTION 7-226 TITLE, SECTION 7-227 PURPOSE AND SECTION 7-229(a) APPEALS TO REFERENCE THE UNSAFE BUILDING ABATEMENT ORDINANCE 2019-15 AND REMOVE THE STANDARD HOUSING CODE; PROVIDING AN EFFECTIVE DATE.  

Copies of the Ordinance are available at the Clerk's Office at the Robert M. Foster Justice Center, located at 76347 Veterans Way, Yulee, Florida, Monday through Friday, 8:30 a.m. through 5:00 p.m., except legal holidays.

Notice is given that the following permit was issued on _February 01, 2021 : 

Nassau County Board of County Commissioners permit # 118853-5.  The project is located in Nassau County, Section 42, Township 2N South, Range 27E East.  The permit authorizes a surface water management system on 26.32 acres for Nassau Crossing Recreation Complex known as Nassau Crossing Park.  The receiving water body is Lofton Creek.

  A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing.

  A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the Districts regular business hours. The District's regular business hours are 8 a.m.  5 p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District's regular business hours shall be deemed filed as of 8 a.m. on the Districts next regular business day. The District's acceptance of petitions filed by e-mail is subject to certain conditions set forth in the Districts Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the Districts Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing.

The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C- 1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District's final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.).
